First off, the 155mm Howitzer project does not require the manufacturer of the guns to also be the manufacturer of the ammunition. If you will only take sometime to go over the requirements in the bid documents of this project before posting your comments, then you'll be better informed. As to why we are not getting any russian made equipments, its actually simple, no russian manufacturer has yet gotten interest in participating in any of the biddings undertaken by our AFP/DND, hence the reason why. True, there are several Balkan State defense manufacturers (formerly Yugoslavia) who seem to be actively participating in several of the biddings being put out by our AFP/DND, but I can tell you (and you can try validating my statement here) that none of these Balkan State manufacturers are actually interested in participating in biddings on their own. As it is, defense manufacturers in both Serbian and Bosnian states doesn't have the financial capacity to initially pay for the acquisition and only to be later on paid 60 days (more likely 90 to 120 days in reality) after their delivery of the equipment. These defense manufacturers are dealing on a COD basis, meaning they give you the product and you pay for it upfront. If at all, there are local agents purportedly representing these Balkan State defense manufacturer in biddings here, but in truth, these manufacturers doesn't even have the inkling that they are actually participating in the bidding. First, Elbit Systems Land & C4I Ltd. did passed all Post-Qualification requirements during the 2nd Bidding (including the Live Firing Tests) except for one single document it did not submit due to a vague application of a GPPB Resolution pertaining to the use of the CLC (at the time CLC is still accepted and was submitted by ESL in lieu of the NFCC).<br /><br />SoD on the other hand, representing a Bosnian company, BNT-Tvornica mašina i hidraulike, d.d., declared as the 2nd LCB, didn't even make the Post-Qualification stage when it failed to comply with the live firing requirement. Through a letter sent to the DND-BAC, SoD said that there are no gun ranges in Bosnia or Serbia with a 20km radius and requested that a pressure chamber test instead be employed in lieu of the live firing. The request of which was declined by the TWG and the BAC. Hence, the declaration of a failed bidding during the 2nd attempt. <br /><br />For this 3rd bidding, there were actually only two interested proponents (same as the last two biddings) which bought the bid documents, Stone of David and Elbit Systems Land & C4I Ltd. At the time of the bid submission and opening however (last March 26, 2015), SoD submitted a formal letter signifying its withdrawal from the contest, thus leaving ESL the lone bidder for this project. Unfortunately, the opening of the bid cannot proceed at the time due to a clerical error in the last Bid Bulletin (ITB Clause 8.1 of SBB Nr. DND-PAPMC 155-2015-002) issued for the project primarily pertaining to the aspect of what parts of the gun can be subcontracted, which must first be corrected. Be that as it may, ESL was declared the lone bidder and no other bids will be accepted thereafter. The opening of ESL's bid tender is set for April 14, 2015 at 1:00PM (SBB Nr. DND-PAPMC 155-2015-003).<br /><br />Similar to the two previous biddings, subcontracting is allowed (including ammunition) for all components except the three major parts, Barrel, Breach Block and the Undercarriage. <br /><br />Also, the bid is for 39Cal. to 52Cal. guns, with a minimum range of 20kms and a kill radius of 100meters. But of course, given the very very tight budget of the project, one can expect that only the 39Cal. will be supplied.<br /><br />Lastly, there is only one reason why most manufacturers (U.S., Korea, Russia, Turkey, etc.) of these 155mm Howitzers stayed out of the bidding. The ABC for the project can't simply match with what was required. But most of the purchases made for the equipment of the ground forces has always been shared by the two. With this kind of budget allocation, the PN and PAF suffered extensively that they even can't buy new equipment and that we don't even have a credible defense. Another is that if were going to look closely at the budget of AFP, most go to troop and facility maintenance while only 12%-30% only goes to buying new equipment or modernization.
