Israeli SPYDER Air Defense Missile System for the Philippines - A Good Choice

Starting last week, several Philippine news reports, specifically those from Interaksyon.com, The Manila Standard and the Philippine Daily Inquirer both recently reported of an impending purchase of surface-to-air missile systems from Israel by the Philippine's Department of National Defense (DND). As reported, it says that the DND is in advanced negotiations with Israel's Rafael Advanced Defense Systems (Rafael) and Israel Military Industries (IMI), and that Philippine Defense Secretary Voltaire Gazmin is scheduled to visit Israel to

Due to the level of security issues surrounding such programs, MaxDefense would not want to be in the forefront of bringing the information to the public. But the cat is out of the bag anyway.

The DND is indeed pursuing a program to purchase surface-to-air missile systems, and it been going on for some time already. Due to the on-and-off style of military planning, it is actually a plan that has been in the works for several decades and is not really something new. But MaxDefense will consider this specific program as a new one since the systems and quantity offered in the past are different from those offered now.

Another issue brought out was that the system was reportedly to be provided to the Philippine Army, instead of the air defense oriented Philippine Air Force. MaxDefense confirms that the army is indeed the intended operator of these air defense system although it is not yet final.

MaxDefense sources confirm that Rafael is indeed at the forefront of the program and is offering the SPYDER-MR medium range air defense system. SPYDER (Surface-to-air PYthon and DERby) is a short to medium range air defense missile system based on the Python-5 short range dual waveband imaging infrared (IIR) air-to-air missile, and the Derby beyond visual range (BVR) active radar air-to-air missiles and are fired from ground-based launchers. The "MR" indicates that the system is a medium range one, and doing so it uses an added booster system on the missiles as well as a longer-ranged radar. It has an intercept range of around 50km at an altitude of over 16km,

Sources also confirmed that the SR (short range) version is also offered and might be considered depending on further requirements and the advancement of discussions between the DND and Rafael. The SR uses the normal Python-5 and Derby missiles without the booster system, and are interchangeable with the standard air-to-air versions.

The SPYDER air defense system (ADS) battery/squadron is composed of a command & control unit which acts as the radar and communications unit, 6 launch vehicles with 2 Derby missiles and 2 Python-5 missiles each; and associated missile loaders/supply vehicles and other service vehicles.

A future addition to the SPYDER system is its capability to accept the next generation Stunner (aka David's Sling or Magic Wand) interceptor missile, which is designed to take on incoming cruise missiles and long range rockets. If the Philippines takes the SPYDER system into its arsenal, it will also be possible for it to be equipped with the said missile in the future.

Although the news reports indicate that the DND is also in talks with the IMI, it might be an unintended mistaken and was really meant as "IAI" or Israeli Aerospace Industries, which supplies the Python-5 and Derby missiles as well as the IAI/Elta radar and C&C systems for the SPYDER ADS. MaxDefense is still verifying if IAI is also offering their air defense systems to the DND, which includes the Indian-Israeli collaboration Barak-8 (aka Barak II), which has a longer range than the SPYDER-MR's missiles. IAI is also believed to be offering the Barak-8 missile for the Philippine Navy's (PN) requirement for ship-based air defense system for the new frigate program and the up-arming of the Gregorio del Pilar-class frigates (to be discussed in a separate blog) so the possibility of it being offered for a ground based system is also very likely.

Another advantage is that SPYDER uses the same missiles that can be used by air force fighter aircraft. Since SPYDER uses the same Python-5 and Derby missiles used in aircraft, the compatibility, supply and maintenance issues can be simplified between them. The PAF appears to also be interested in using Python-5 and Derby missiles for its upcoming KAI FA-50 fighters and other future fighters as well. The FA-50 is said to have provisions, but are not yet integrated to fire both Israeli missiles, but development and integration is believed to be ongoing as well.

Due to the SPYDER's capability and the Israeli's cooperation in providing the Philippines with the arms it needs, the best delivery date, and less political strings attached, there is no doubt that the SPYDER ADS is a deal that may get sealed within the next few months according to MaxDefense sources. A big boost indeed for the air defense capability of the Philippine military, as well as a boost of confidence to the Philippines government's seriousness in improving its limited defense capability to defend its territory and sovereignty.

Among its current users, it is worthwhile to note that Singapore's military uses the SPYDER-SR system as one of the cornerstones of its air defense capability. With Singapore's stringent defense product acceptance methods and consistent decisions in choosing the best military hardware out there, it is already a strong vote of confidence to the SPYDER's capabilities.



MaxDefense opinion is for the DND to be serious on this endeavor this time. The news on the DND's interest in Israeli missiles has reached far in diplomatic, security and defense communities worldwide as this blog is written. The DND should seriously consider the SPYDER system for its medium-range air defense requirements, and also seriously consider the Barak 8 system for both the ground based and ship-based air defense system. 

Since the DND is already dealing with Israeli missile system suppliers, the DND should also try to consider the Advanced Naval Attack Missile aka Gabriel 5 for the ship-based and even ground based anti-ship missile systems.

    6. The acquisition of spyder missile for the navy ships are also component for python missiles that can be installed on PAF planes. Also, the BARAK-8 missiles will offer a harder punch if installed on coast guard ships as well as coastal defenses for the army & marines..

    Good choice. We are learning what Singapore experienced after their Independence from Malaysia, they ask the help of the Israelis in teaching them in defending their country. It is not enough to rely from the US.

    BTW, what happen to the BQM-74 Chukar US Navy drone? Is the AFP reverse engineering its technology or return to sender?

Missile defense is part of our Archaepalegic Defense Strategy but there is a must need to study these missiles because our environment is diverse as compared to other country who are manufacturing these missiles technology specifically on its sensors for detecting, tracking and intercepting.

  3. surface to air missile should be a complement to a shore based missile battery. the delilah gl should be a good choice, with a capable range of 250-300 kms. what is your take on this?

    1. Hi ranger. The Delilah, we believe, is not a good anti-ship missile due to its small warhead of only around 30kg. Compared to the Harpoon which carries a 220kg warhead, which is even having difficulty in sinking large warships. The Delilah is good in attacking soft targets or vehicles, but not ships.

    2. You seemed to be partial on Gabriel 5 that has about 60 km. range using liquid fuel. The range limitation would need an offshore platform to reach the EEZ boundary.

      We need to take advantage of our geographic proximity on the contested area, so an SSM w/200 km range, with a 240 kg. warhead
      could allay your concern on the Delilah. And that would be the Otomat Teseo....

    3. ranger, the Gabriel 5 exceed 60km range. Although it is ranged less than the Delilah, it is better suited to hit ships. If it is not enough there are other better missiles to choose from, like Kongsberg's NSM or Korea's SSM-700 Hae Sung.

I think its better to have a commonality with regards to the source and type of missiles that we are going to acquire.the only thing is that if we decide to get the python and derby missile, would the Fa50 by that time will be able to use it?and the other thing, if we plan to strategically place these missiles will AFP be able to secure this from falling to the wrong hands ie NPA, MILF?thanks Max for the update

    1. The mobile sites will for sure be OPSEC. Also, being in service with the Army, for sure t would be given utmost protection from rogue groups or rebels. A single missile launcher without the C&C unit will be useless except if they only take the missiles for other "diskarte" uses.

  7. I wonder. Most of the military's anti-air assets (40 mm Bofors and 20 mm Oerkilon) are with the Marines. Correct me if I'm wrong, but the Army's anti-air capability seems almost, if not entirely, inexistent. Would it be more prudent to assign these systems to the Marines, as they have a decent background on anti-air warfare?

    1. The Marines have been lucky to receive old anti aircraft guns from the Navy. That's the only compelling reason why they have AA guns. If not for the Navy, they don't have any as well.

    1. MaxDefense actually suggested looking into the Gabriel's modern derivative, the Gabriel 5 aka Advanced Naval Attack Missiles, which can be fitted to ships and ground based launchers.

    2. We always name names of missile. We should establish the technical specifications base on the threat evaluation. The DoD and the three major services of the AFP whose members are TWG and DASAT to have a direct talk with defense industry to meet their strategy manager and best systems engineer and the Naval user of the missile systems to have a direct firs hand information.from systems specifications, operational experience
      and ILS sustainment. And other vital information. It must not only base theinformation on the paper.

  11. Yeah!!! Now we are waking up. At least, this SAM system don't pose any strategic threat. But more important thing is that it could be be used by the HHP for it's air to air requirement. Commonality and compatibility to reduce the logistic difficulties that we might encounter. If ever this deal proceeds, I can only hope that the Army will have enough batteries to cover at least the most vital areas of the country to the max.

  12. That's a good choice for air defense, i hope this will materialized as soon as posible. Another area for defense posture is the mobile anti ship missiles. While waiting for modern frigates which takes at least 2 years to deliver. It is better to have an ASM systems in Palawan, Zambales and Cagayan. Air defense radar like The Ground Master 400 or The AN/FPS-117 is a phased array, 3-dimensional air search radar. This will deny enemy approaching our EZZ. A good choice for mobile anti ship missiles are NSM of Denmark, RBS 15 of Sweden and Exocet of France. It is clear that the United States will not honor the Mutual Defense Treaty as it owes china trillions of dollars in debt. So it is better for the Philippines not to rely too much on MDT talk is cheap, we need to act now!

    1. Laurence, I doubt on the ABM system. The SPYDER is still in the works, and while it's in the works, it is not yet 100% final. There is still a big chance of either backing out or changing the requirement or model to look into.

  14. Which is why if you want a viable Air Defense system, the PH should be looking to Russia for the S-300 system or the S-400 System. For Anti-ship, Look to the Exocet Missile, BrahMos Missile, Hae Sung missile or the 3m-54 Klub missile. If you want something that is comperable to the Mim-104 Patriot Missile system. I would look to Norway for their NASAMS, India's Akash or UK/France's Aster system

    1. Which is why, if PH wants a viable Air Defense System, they should look to Russia for S-300 or S-400 Systems. They can be had on the cheap and brought in mass amounts. Why buy from America or other western Nations when they are not going to give you superior equipment. Even under the Defense pact, America is going to give you hand me downs. Which is why I often advocated going to Russia for Military hardware.

  16. I think they need 10 battalion of SAMs to cover most Spratly island including Palawan and Manila. I know missile limited to our resources and budget. Dnd should get mobile/ platform AA gun in case missile ran out.

  21. if Marcos was not overthrown Im sure his santa barbabra project (missile) would have been completed and so as the Bataan Nuclear Power Plant and this was way back in the 80s. we would have been the first ASEAN country to posess nuclear weapons with delivery capabilities, earlier than North Korea.   22. Max, i agree that the spyder system is very good choice given that israeli missiles ar very versatile. This system can be mobile ground based or ship based and we can even retrofit these missiles for fighter aircrafts. But the critical provision is that these are short and medium range. We should also mix these with long range missiles for aggressive deterrence. - jamz

Our govt can procure an equal to Israel's SPYDER SAM, from Russia for more cheaper but more effective S-300 PMU (SA-10Grumble by NATO) or Antey-2500 surface-to-air missiles for USD 1.0 Billion for eight 8 Battalions( USD 250 Million per 2 Battlions) (32 Batteries) which include 96 truck mounted transporter erector launchers , each with four ready tom launch semi active radar homing missiles and 1300 -1500 missiles. or the more upgraded S-400 Triumf. SAM's can be located facing the West Philippine Sea along the Kalayaan island, Palawan, Zambales, Bataan, La Union and Ilocos Sur. SAM's will be operational by Philippine Army.
    Our country can include an offensive armaments in case of China's treat to hit our country's main islands of the country by buying from Russia the Yars, a mobile systems carrying RS-24 intercontinental ballistic missiles.The ICBM can reach 11,000 kilometers which can reach Beijing.

    1. ICBMs are too far fetched already. Even a billion dollars worth of S-300 is quite impossible at this time. Let us be realistic, although there is a need to really improve the Philippines' air defenses.

    2. There are also international issues regarding proliferation and export of missiles with range of more than 300km . Countries signatory to the international agreement are required not to export missile technologies with comparable specs.

    5. Hi Elmo. Russia sells to anyone who can pay. They offered the S300/400 series to Turkey, a NATO member and key US ally. Russia and China are not allies, although China is a long time customer of Russia.

  24. Hi Max, if this Spyder SAM system has a medium range envelope, it is quite better if we have a point-defense coverage too. A short range missile system to defend a high value target like airfields, military facility, harbors, bridges, etc. Another viable and cheaper alternative is for the AFP to acquire anti-aircraft artillery system for both mobile and static deployment. The AAA can be employed against surface targets if needed with devastating effects.
    I just can't help wondering why the PM are armed with anti-aircraft guns while the PA is not? Another thing that confuses me is what is the logic of giving the control of Spyder SAM to PA and not to PAF when it is the PAF which is responsible for air defense and likewise responsible to the EW radars sites. The Spyder should be under PAF's belt in order to formulate a doctrine for its AD mission and to develop an effective AD tactic. If the upcoming FA-50 fighters should be armed with the Python or Derby AAM it is logical that the PAF be responsible the Spyder for logistical reasons. It is better that a single service in the AFP be responsible with the long and medium range air defense assets and let the other service, the PA for example, to handle the tactical or short range AD envelope by employing self-propelled (SP) AAA and man-portable or SP SAMs. Panzer Rat

    1. The Spyder system is also available for short range versions, the Spyder-SR. The PMC is armed with AA guns because their parent organization, the PN, has a lot of stock stored in their yards from decommissioned ships. You also have to give credit to the efforts of Government Arsenal Director MGen Jonathan Martir (PMC-PN, Ret) for his efforts to put into use these unused assets. No final word yet who will take control of SAM systems, it can still be anyone's ball.

    3. The Spyder seems to be only a ground based system for now. The Israelis are offering the Barak and Barak II (Barak 8) systems for sea-based air defense. As for retired MGen Martir, he's still doing a great job at Government Arsenal. A lot has been done since he took the helm there, and more are coming.

    4. Is right to be practical but remember your enemy will never bring forth an.armaments that it will not destroy or paralyze your country. War today is how much you send to destroy your enemy versus how much it cost when that weapons carrier hit that country. Missile defense system is not something we hurry up. It takes a political, economical and strategical to put this missile system. Taiwan anti ballistic Missile sysyem it cost them $6B plus to defend its territory
      from ICBM threats. When investing defense for our country think our country GDP versus the future threat to destroy our territory. We have 7K thousand plus island to defend
      against external threats. The enemy strategic think thank is a like pie eaters. Our government.must look on and really care for our future generation. We must learn from the past. Not to mention what is
      happening in our National Power Grid

  26. The SPYDER DEFENSE SYSTEM is a good start for a missile defense in our country. However, due to its limited effective range the aforesaid system is designed to defend high value assets such as static missile batteries, airfields, power plants etc.

    Due to the urgency of our country to build a deterence against external threats...procurement of armaments that require long period of time to acquire may not be good
    at this point in time.

    An ideal defense architecture that can be easily acquired is to build a COASTAL MISSILE DEFENSE ARCHITECTURE along the coasts of Luzon, palawan and northern Mindanao. The missiles must be mounted on mobile launchers to guarantee survivability against FIRST STRIKE. It must be hypersonic and with effective range of 300-400 kms. Ideal missiles are ISKANDER, YAKHONT, LORA and RBS 15. The system must be coupled with state of the art-over-the-horizon radars.

    This defense architecture can be easily deployed and are cost effective, tested and available in the export market.

    Attack helicopters and squadron of jetfighters for air defense and surveillance and fast missile boats suchs corvettes or frigates can provide added muscle to the defense architecture. And for an ultimate defense should government budget permits ... A couple of DOLPHIN OR SCORPENNE CLASS SUBMARINES can provide our country a strategic defense and deterence against external threats.

    I hope there will be a joint agreement between Philippines and Israel to locally produce this Spyder or Rafael support system (whichever is the best) in the Philippines. Pili lang sila ng mga highly qualified at maka-Pilipino at maka- Israel na mga engineers.

    If they produce this in the Philippines, we can provide raw materials and the production will definitely be cheaper. this will definitely generate more jobs for Filipinos and can export locally produced Rafael Anti Missile Support System to Israel and perhaps to Japan, South Korea, Canada, Australia and USA.

  31. I do not understand, external threats will certainly will be coming from the sea, because we are an archipelago. DND should arm the Navy and the Air force. We do not have land borders only sea borders. Is this intended for city, airfield, and base defense.

  39. I will just say your defence modernisation is hap-hazard. Your commentators all know that the military needs US$30 billion or more to re-equip the forces. But there are social concerns such as the lack of infrastructure, jobs, housing, sanitation, a health-care system, schools, IT resources in schools and universities etc. etc. The Philippines essentially is a basket case, and most of the new recent FDI is going to Manila and Cebu only. What about the other provinces?

    1. its only for media mileage and propaganda. up to now they cannot decide what to buy coz for a simple reason of komisyun. naghahanap pa sila ng supplier na may pinakamataas na kumisyun makukurakot nila. thats why up to know our afp modernization did not take of coz of dis. the 2 WHEC we acquire cannot be considered a modernization for obvious reason it cannot even defend itself from missile attack how could we entrust the nation defense if these 2 big fat slow Whec cannot even defend themselves their only good for patrolling but not for actual combat

  45. i really doubt tha afp modernization program its been 15 yrs nothing happen, not a single mrf flying our airspace, not a single missile arm ptrol boats ptrolling our coast, its not our political and military leaders priority, its their pockets not our countries defense. up to now they cannot decide what to buy even an ordinary defense enthusiast know what afp needs, perhaps our defense plkanners are just waiting where theycan get there biggest commision or kickbacks before buying these military hardware. god help the philippines!!!

  49. max,we are in need of more ships now,why our officials dont want to buy even one of this maestrale class while waiting the 2 new one?it will take waiting the new buildings and our navies need more ships and powerful guns now .we have plenty money now the malampaya alone is more than 100 billion pesos.the pork barrel of the senators and congressmen intended for them this year and for the next year is a lot of money,why not used this money.dont give money to senators and congressmen, thier work is to make laws. if they want to make roads then put them in dpwh or let them run for mayors send plenty ships in west phil. sea to protect the malampaya,the spratly,the scarboro.ugh,the ayungin this area is very rich in natural resources which will cost billions of dollars. we must protect our eez now,theres no other time but now.

Anyway, as discussed before in the blog and commentaries, the Maestrale deal encountered a road block that will defeat the main purpose of getting used ships, which is time (availability) and cost.

      Perhaps we'd better watch what happens in the next few months to know the answer to your question on the ships.

  53. i love russian technology, why it so cheap and affordable to buy it like the s300 and s400. but we have a big obstacle? a diplomatic relation to the russian goverment. moscow and beijing is close allies way back to korean war up to present. so it so difficult to negotiate. kahit may pera tau.. di tau pagbebetantahan nila. two weeks ago, before president aquino travel to south korea for the invitation of korean president. we know that we are very interested to buy a fa50 light jet. the chinese gov. call a korean defense not to sell it his fa50 to us. nakikiusap sila,, pero tumanggi ang korean gov. ganyan din ang russian kahit gusto nila ibenta sa atin. the source is kyodo news agency publised two ago.

    Focus more on anti-guerillas warfare capabilities against communist, moro and pirates group. Strategic issues can be deal via ASEAN and US cable.

  59. I do believe this assets is already in the PH. Our AFP leaders are not stupid enough to release the information in public for national security.

    The AFP knows best on this field than anyone of us here, strategically this should be confidential to avoid awareness of the potential adversary.

    Believe it or not, PH already have both shore to air and shore to sea. As you notice, AFP killed this project on media and the public.

  62. Max SPYDER-MR is purely defensive and it's a good thing to have. We need an ground based, mobile Surface-to-Surface, Surface-to-Ship Missiles too. Can you confirm that what was offered to the Philippines by IMI is the Lynx that's why DND scrapped the deal?
