Updates on the PAF's Long Range Patrol Aircraft Acquisition - It looks like the P-3C Orion afterall

Since the failure of the 1st bidding attempt for the Philippine Air Force's (PAF) Long Range Patrol Aircraft (LRPA) acquisition project, the Department of National Defense (DND) has not restarted the bidding for a second attempt, which is the most possible direction the DND would be going to. None of the possible bidders made it through the submission of bids, even after Elbit Systems and IAI Elta, both from Israel, submitted their Motion for Reconsideration for the DND to consider their bids.

The other contenders for the project were Saab Asia Pacific, L3 Mission Integration, Lockheed Martin, PT Dirgantara Indonesia, and CASA-Airbus Defense and Space. This project and bid failure was previously discussed in an older MaxDefense blog entry's update section dated August 11, 2014 (bottom part).

With China's aggressive expansion in the West Philippine Sea, including the Kalayaan Group of Islands and the Philippines' own Exclusive Economic Zone, the Armed Forces of the Philippines (AFP) has been dependent on the limited surveillance capbilities of the PAF's Fokker F-27 Friendships, C-130 Hercules, and N-22B Nomads, as well as the Philippine Navy's BN-2 Islander fixed wing aircraft. All of these are not designed for maritime patrol and surveillance and are actually tactical transport aircraft. Aside from these assets, the AFP has become dependent on the information provided by the US military through the US Navy's P-3C Orion and P-8A Poseidon maritime patrol aircrafts. Both types are rotationally stationed at Clark Air Base in Pampanga in support of maritime patrols at the West Philippine Sea and South China Sea area.


The Lockheed P-3C Orion is currently the most prolific MPA asset of the US Navy.



Without a truly capable maritime patrol surveillance capability, this type of aircraft has become one of the most sought-after equipment for the AFP Modernization Program. With the recent updates on the policies of the United States government, as well as other friendly countries like Japan and Australia, other options have been made available to the DND & AFP to fill-in this requirement. But one thing is certain: all options from these countries revolve around the Lockheed P-3C Orion MPA.


Previously the PAF operated F-27MPA Maritime Patrol Aircraft like the one shown above, but were retired only after a few years after losses and lack of maintenance.



The Lockheed P-3C Orion:
Ever since the PAF sought for a replacement for its Fokker F-27MPA Maritimes in the late 1980s, they have always been fixated at the possibility of acquiring the Lockheed P-3 Orion from the Americans. This was especially true they try to compare themselves with other American allies in the Western Pacific region like South Korea, Japan, Thailand, Australia and New Zealand, who all have this aircraft in their inventories. The aircraft's ruggedness and flight performance, proven surveillance capabilities, compatibility and interoperability with the Philippines' main ally and strategic partners made it a very logical choice.


Among other ASEAN militaries, only Thailand operates the P-3 as its primary MPA asset.

Its surveillance systems are designed to detect and monitor surface activities, as well as detecting submarines underneath the sea. Aside from being a surveillance platform, it also has the capabilities to carry and launch US-standard anti-submarine torpedoes and anti-ship missiles, as well as depth charges which makes it an all-in-one platform for naval purposes.

Although bristling with all the bells and whistles that the PAF and PN dreams off, there are also downsides on the Orion, mainly on its airframe and design age, and operating costs. Being an aircraft model based on the 1950s Lockheed Electra turboprop airliner, the design has become out of date. And with the "Charlie" model built by Lockheed in the 1970s to 1980s, the airframes are now reaching almost 40 years old on the first batches. Its 4-engine configuration using the Allison T56, which is the same as those used by the Lockheed C-130H in PAF service, are also expected to consume more fuel than smaller, newer 2-engined aircraft like the CASA-Airbus C-295 already in service with the PAF. There were already previous reports wherein the PAF was having difficulty operating C-130s because of fuel consumption, so operating the P-3C won't be any different.

Spare parts will also be another issue, as it is only available from the US, and partly from Japan (being a licensed builder of the type), and new parts will surely be on a decline as the type is already out of production, and most major P-3 operators are already shifting to newer models like the USN and RAAF to the P-8A, and the JMSDF to the P-1. These were actually among the reasons why the DND decided to go for a public bidding process to acquire MPA for the PAF. But for some reason, the decision to reconsider the plan to acquire P-3C might mean some positive changes in the defense planning and budget allocations for the PAF recently that may not be available to the public.

Recently, there were several news reports of the Philippine government's agreements with the US and Japanese government for military assistance including possible transfer of excess defense articles. And the most reported equipment being prioritized for transfer are P-3C Orion maritime patrol aircraft.

The Main Option: US Navy Lockheed P-3C:
With the US Navy being the main user of the P-3C, and is slowly shifting to the new Boeing P-8A Poseidon to replace the old workhorse, the US is the most possible source of excess P-3C for the PAF. It is believed that this request, among with other equipment, were discussed by Defense Secretary Voltaire Gazmin and his American counterpart Ashton Carter in Hawaii mid this week. Some DND and PAF sources told MaxDefense recently that there was a request for between 2 to 4 P-3C Orions to the Americans for use and deployment to WPS patrol missions, although it is also unconfirmed yet if it was the Americans who made the offer. They are expected to operate together with USN P-3C and P-8A aircraft based in Japan but are temporarily stationed at Clark Air Base.

The most possible option is for the Americans to transfer aircraft that are stored by the Aerospace Maintenance and Regeneration Center (AMARC) in the continental United States, and refurbish it as part of a Foreign Military Sales (FMS) deal. But there is a possibility, due to the urgency of the requirement, for the DND to push for a "hot transfer" of the aircraft, meaning a direct transfer of a servicable unit to the PAF with refurbishing to follow later on, to speed-up the process.

The Secondary Option: Japan Maritime Self-Defense Force Kawasaki P-3C Orion:
Aside from the Americans, another possible option of sourcing P-3C are those from Japan. Built under license by Kawasaki starting in 1978 up to 1997, the P-3C used by the JMSDF are said to be among the most well maintained and newest airframes in the world. Japan currently operates the second largest fleet of P-3C Orions in the world, but will be slowly shifting to the longer ranged, newer, jet powered, and homegrown Kawasaki P-1 aircraft. 

Being among the most affected by the aggressiveness of China, Japan is a more willing partner in strengthening the capability of the Philippine armed forces, in the hope that a strong AFP can be an effective force in a common goal of containing China's expansion efforts, and to be a strong partner for stability in the region. Japan has always been open in providing the necessary aid to its friendly neighbors, and with its recent changes in policy of exporting weapons and arms, the Philippines are among those expected to be on the receiving end. Recent press releases already indicated the request by the Philippine government for excess P-3C Orions from the Japanese Ministry of Defense, an indication that such possibility is becoming reachable.

It should be of important note that Pres. Aquino is scheduled to meet with Japanese Prime Minister Shinzo Abe next week, and among those expected to be discussed is the framework on the transfer of defense equipment and technology to the Philippines.


The JMSDF is the second largest operator of the P-3C Orion. Theirs were built under license locally by Kawasaki Heavy Industries. The P-3C in the JMSDF are scheduled to be slowly replaced by the new Kawasaki P-1.

MaxDefense sources also indicated a short term request for around 2 to 4 P-3C Orions are among those included in documents provided by the DND to Japan's Ministry of Defense of possible arms for transfer or sale to the Philippine government. But sourcing from Japan might not bear immediate fruit, due to the timing of replacing their fleet by the new home-grown Kawasaki P-1 which will not be made in a fast pace, and due to political reasons related to their recent shift of policy in defense and security. But Japanese sourced P-3C can be a very good option in the long run, as more units can be made available to the PAF, either as spares source or as additional aircraft to meet its longer term goal of having at least 6 long range MPA in the PAF's inventory.

The Dark Horse: Royal Australian Air Force AP-3C Orion:
A possible 3rd source of P-3 Orions can be those from Australia, another friendly country with an interest in the stability of the West Philippine Sea. The Royal Australian Air Force has already started reducing the Orion fleet and replacing it in the next few years. Their aircraft, called the AP-3C, is an upgraded version made by L-3 Communications with new mission systems, radar, and accoustic systems.

Previous reports indicated that the RAAF have retired at least 2 AP-3C aircraft at the end of 2014, and these might be available for transfer subject to approval by the Australian and US governments. Aside from the 2 retired aircraft, the RAAF is expected to retire another batch of aircraft starting December 2015 until 2016. The RAAF will start receiving their recently ordered Boeing P-8A Poseidon starting 2017, and the AP-3C are expected to be fully retired from RAAF service by 2019.

Should the 2 retired aircraft be made available for the Philippines, it would be possible to have the aircraft by next year, and could be among the fastest options available to the PAF.

PAF and PN Training in Modern MPA Operation:
The Philippine Air Force and Philippine Navy have been ramping up their chances in gaining experience with working on modern MPA from the US Navy, as well as the Royal Australian Air Force. The USN have been flying P-3C and P-8A from Clark Air Base for some time now, and has allowed PAF and PN personnel to go with them at several occassions. Their recent announcement to continue and even increase their sorties on maritime patrol in the WPS and SCS could also provide Philippine personnel some flight time aboard these aircraft. 

Recently, the RAAF also deployed their AP-3C to the Philippines during Balikatan Exercises 2014, and gave PAF and PN officers and men a chance to observe and learn from standard maritime and anti submarine patrols, and see the capabilities of the aircraft.

With Japan possibly trying to get access to temporarily and rotationally base some of their surveillance aircraft in the Philippines (which definitely includes the P-3C), it is not far fetched that the JMSDF would be giving PAF and PN personnel the training and experience they need in MPA operations, as part of the agreement. This is in addition to those already provided by the US Navy.



MaxDefense's Opinion:
The P-3C, although the platform is aged, is still a capable maritime patrol and anti-submarine warfare platform that is at par or even exceed the capabilities of newer models like those offered to the Philippine Air Force last year. Being the standard MPA of many of the country's security and strategic partners, having them in the short and medium term goals (2015-2022) could be beneficial to meet the immediate requirements sought after by the AFP and the Philippine government as a whole. They are also the fastest possible option right now to fill-up the gaps in the capability of the Philippine military.

Being at par with modern standards, the P-3C is also a suitable bridge to build up the knowledge, experience, and capability of the Philippines and catch-up with the rest of the world, while preparing for more capable platforms in the future.

The DND and AFP must not only look at the short and medium term goals. Ultimately, the P-3C will need a replacement by a newer and more capable model in the long term (starting 2022 and beyond), and while the P-3s are expected to serve for at least 15 more years with the PAF (as stipulated by the law), the Philippine government should not be complacent again as it did in the past when it forego a chance to replace the Fokker F-27MPA and lose the knowledge and capabilities the PAF once had.

MaxDefense would be closely monitoring the upcoming meeting between Pres. Aquino and PM Abe next week, as it might have some positive implications for this acquisition project.

June 8, 2015:
With the visit of Pres. Aquino to Japan resulting to agreements that will help pave the way for Japan to transfer defense equipment to the Philippines, among those being touted as requested by the Philippines DND are for anti-submarine surveillance aircraft. Although unnamed, it would definitely imply to the P-3C Orion built by Kawasaki, wherein Japan has been retiring a number for quite some time now. Some press reports sourced from Japanese media also directly indicated the P-3C as offered by Japan. The reports also indicated that radar systems were also among those considered for transfer, although not much information was provided on what type.

According to MaxDefense sources, the Philippines and Japan are working for the transfer, either by grant (assistance) or heavily discounted sale, of somewhere between 2 to 4 P-3C aircraft, depending on the finalized discussions that are expected to proceed within the year. The aircraft could be sourced from earlier retired units stored in Japan, and/or from existing fleet aircraft that are scheduled to be retired either late this year or by next year through hot transfer. But be wary of erroneous posts being circulated online by some so-called defense groups that confirms the transfer of 4 P-3C from Japan. Be aware that all these are still being discussed and there is no finalized agreement yet on the proposed transfers. Until a final agreement is reached, everything discussed here can only be considered as plans and proposals.

There are worries that the US might restrict or block the transfer of the aircraft, or certain important parts or systems of the aircraft, but MaxDefense sources from the DND confirmed that the US government and Department of Defense are not expected to restirct or block the aircraft's transfer from Japan to the Philippines. In fact, the US government is also looking at providing US-built P-3C through Foreign Military Sales or Foreign Military Assistance aside from those offered by Japan. More worries are actually on the ability of the Philippine Air Force to absorb the P-3C, as the PAF (and Philippine Navy too) will need some time to train and master the operation and maintenance of the aircraft, which might be too advanced for the PAF and PN to immediately be proficient in.

Aside from P-3C, the DND is said to have included in their papers submitted to the Japanese MoD of what else could be transfered to the Philippines, which may include HADR capable equipment, which includes transport aircraft like JASDF C-130H Hercules, and JGSDF UH-1H and UH-1J Huey helicopters.

June 25, 2015:
The Department of National Defense (DND) finally confirmed their intention to acquire used Lockheed P-3C Orion maritime patrol aircraft from Japan. These was made by the DND's spokesperson, Dr. Peter Paul Galvez, on June 25, 2015. He said that those being considered are from the excess defense article sources of the Japan Maritime Self-Defense Force (JMSDF), the operator of the P-3C in the Japan SDF.

Another news report came out within the day, sourced from an anonymous DND official, saying that the DND was interested to acquire around 4 to 6 units of ex-JMSDF P-3C Orions, a number that is far greater than what was earlier confirmed by MaxDefense sources of around 2 to 4 units. But the report's source was negative on the possible inclusion of US-made surveillance systems, particularly the anti-submarine warfare (ASW) suite which is the most important system of the aircraft, due to possible US government rejection of such transfer to the Philippine armed forces. It's absence from the aircraft system would reduce the aircraft to be only capable of surface warfare and surveillance which is a far cry from a modern maritime patrol aircraft's capability.  

MaxDefense believes that this would be a test to the Philippines' close relations with the United States, and to the meaning of being a Major Non-NATO Ally. The ASW suite is the cornerstone of the P-3C's capability, and it's absence from the aircraft system would reduce the aircraft to only be capable of surface warfare and surveillance, which is a far cry from a modern maritime patrol aircraft's capability. This would not enable the Philippines to use the aircraft to detect submarines entering its territorial, archipelagic, and EEZ waters. The only solution aside from pushing the US to allow the ASW suite's transfer is to acquire them from Japanese or other sources. This is possible, but this would definitely cost the Philippine government, and would delay the deployment of the aircraft despite the urgency because of the threat from China.

The ASW system's absence could also mean that the US does not entrust the Philippines with such capability. Considering that the P-3C is not the US military's premier maritime patrol aircraft anymore with the introduction of the newer and more capable Boeing P-8A Poseidon, this could definitely be damaging to the relationship between the allies, and could be used by those left-wing opposition groups who are against the AFP Modernization, the VFA & EDCA with the US to support their reasons to reject these agreements and push their own unhelpful cause.

Aside from pursuing the acquisition of P-3C Orions, the DND also confirmed that the Long Range Patrol Aircraft (LRPA) project for the Philippine Air Force is still a go, although the bidding could not proceed because it was among those pending due to Malacanang's decision not to abruptly sign the Revised AFP Modernization Act for reasons still not confirmed by both the DND and the Office of the President. This project is said to run astride with the P-3C Orion acquisition, alhough the concept of operating two types of MPA aircraft is still questionable.

Other Acquisition Plans of the Philippine Air Force for its Medium Term "Flight Plan"

Earlier MaxDefense blogs discussed the Philippine Air Force (PAF) Air Defense Wing's "Flight Plan" for the medium term goals from now until 2022. But the "Flight Plan" actually encompasses the entire Air Force organization and not just the Air Defense component. Aside from improvements on the air defense capability of the PAF, there are also a lot more to cover all capabilities gaps to reach an acceptable capability status.

Support units of the PAF are also scheduled for acquisition of new assets, some of which have already arrived.




Ongoing Delivery of New and Additional Assets:

On March 30, 2015, the PAF accepted and commissioned its first of three new medium tactical transport aircraft, the Airbus-CASA C-295M aircraft which was acquired under the Medium-Lift Fixed Wing Aircraft project, and is expecting the delivery of the remaining two aircraft within this year. The aircraft will be assigned with the 220th Airlift Wing based in Benito Ebuen Air Base in Mactan, Cebu.

Despite being embroiled in accusations regarding contract breaches and corruption, the PAF also accepted and silently commissioned the first 7 units of a scheduled 21-unit buy of Refurbished UH-1 Helicopters in the form of ex-German military Dornier UH-1D Huey combat utility helicopters last February 2015. These additional helicopters are now with the 205th Tactical Helicopter Wing. The supplier, a joint venture between Rice Aircraft Services Inc. and Eagle Copters, was given a Partial Notice of Termination as of March 26, 2015, and was given 7 days (April 2, 2015) to justify the continuation of the contract with a new deadline within April 2015. According to MaxDefense sources, the remaining 14 helicopters are all fully assembled, and 6 of these helicopters have already undergone and passed the acceptance test by the PAF and are only awaiting for the PAF to accept them formally should the contract between RASI and the DND continues.

Assets Confirmed and Awaiting for Deliveries:

Still part of the Medium-Lift Fixed Wing Aircraft project, two more Airbus Military-CASA C-295M medium tactical transport aircraft are expected for delivery soon, and there were indications that the PAF might be able to receive both aircraft before the end of 2015. They will all be assigned to the 220th Airlift Wing.

Another airlift-capable aircraft that is in the pipeline is the acquisition of 2 Light-Lift Fixed Wing Aircraft (LLFWA) to complement and eventually replace the N-22B Nomads. Indonesia Aerospace-PTDI won the project with their NC-212i, and was expected to deliver the aircraft by March 2015. Unfortunately the project was awarded to IA/PTDI later than planned, so they are now expected to arrive at least by 3rd or 4th quarter of 2015.


The PAF is scheduled to get 2 PTDI NC212i light lift aircraft within 2015.



Aside from the C-295M and NC-212, the 220th Airlift Wing is also expected the delivery of two refurbished Lockheed C-130T Hercules heavy tactical transport aircraft by early to mid 2016. These are ex-US Marine Corps tanker aircraft but it is still unconfirmed if they will retain their air-to-air refueling capabilities. This would bring the total commissioned C-130 fleet of the PAF to 5 units.




The PAF's joint inspection team during the final check on USMC KC-130T no. 022 before accepting the offer of the US government to transfer the aircraft together with another one for refurbishing prior to delivery to the PAF.




Under the Attack Helicopter project, the 15th Strike Wing is scheduled to receive their first batch of a total of 8 AgustaWestland AW-109P armed helicopters by the 1st quarter of 2015, with the first 2 helicopters arriving on December 2014 and is undergoing pre-acceptance tests and checks as of this writing. It is expected that both helicopters will be officially accepted and commissioned by the PAF within this month.

Another helicopter acquisition program that is expected to bear fruit this year is the Combat Utility Helicopters, wherein the DND acquired 8 Bell 412EP from the Canadian Commercial Corporation under a government-to-government project. 6 brand new helicopters are expected to arrive on or before October 2015, and will be assigned with the 205th Tactical Helicopter WingDue to the need for more helicopters to transport VIPs this year as part of the Philippines' hosting of APEC Summit 2015, 3 of the helicopters will initially be configured as VIP transport helicopters for the 250th Presidential Airlift Wing. It is not yet confirmed though if these 3 helicopters will continue to serve as permanent VIP transport helicopters, or if they will be reconfigured to combat utility helicopters later on.


The PAF is expected to get their new Bell 412EP combat utility helicopters soon, which are said to be almost similar to the configuration of the CH-146 Griffon used by the Canadian Armed Forces.

Ongoing Projects for Implementation and Approval:

There are upcoming projects that are still being processed as of this writing, and some have even already started the bidding process although were among those affected by the delays in the implementation of the Revised AFP Modernization Program.

The Close Air Support Aircraft acquisition project is the most anticipated project that has not yet gone past a successful bid submission schedule. This involves the acquisition of 6 brand new ground attack aircraft to complement and eventually replace the ageing Rockwell OV-10A/C/M Bronco being used by the 15th Strike Wing. Among the most anticipated participants in this project are Hawker Beechcraft with their AT-6 Texan II, and Embraer with their A-29 / EMB-314 Super Tucano. The project is currently on-hold, awaiting for the final approval of the Revised AFP Modernization Program.




The Close Air Support Aircraft project is still pending as of now, but it is anticipated that the competitors will be between the Hawker Beechcraft's AT-6 Texan II and Embraer's A-29 / EMB-314 Super Tucano.




The PAF has also started the bidding for its Long Range Patrol Aircraft (LRPA) project, which requires the acquisition of 2 new Maritime Patrol Aircraft. The first attempt to bid the project failed, and ultimately the project was affected by Malacanang's pending approval for the Revised AFP Modernization Program. Aside from the possibility of acquiring brand new assets, the DND is also looking at the offers made by the US government to transfer, either by grant or by sale, or refurbished Lockheed P-3C Orion aircraft, which is a long standing offer by the US but was not availed before due to the high acquisition, maintenance, and operating cost of the aircraft. It is expected tha the PAF's 
300th Air Intelligence & Security Group will be operating the said type of aircraft.

Future Acquisition Projects:

After acquiring 2 new Long Range Patrol Aircraft, the PAF is planning to acquire another 2 units by 2020. It would be possible that this would be the same model as the first 2 to be acquired by the PAF. The goal is for the PAF to have at least 4 units, depending on the financial and threat requirements of the PAF.


There is also a requirement to acquire four (4) units of Electronic Countermeasures (ECM) aircraft, scheduled in 2 batches of 2 units. The plan is to have 2 units by 2020, and another 2 units by 2022. The ECM aircraft is still a vague acquisition, and interpretation on this project may vary. MaxDefense believes that this is Special Mission aircraft that will be using a transport or business aircraft similar to the expected platform for the PAF's future AEWC aircraft. But others suggest that this could be a special fighter aircraft similar to the US Navy's EA-18G Growler or US Air Force's F-16CJ/DJ Falcon that can perform fighter support and Suppression of Enemy Air Defenses (SEAD) more commonly known in US nomenclature as "Wild Weasel". 



The PAF's requirement for 4 Electronic Counter Measures (ECM) aircraft was not defined on the type of capabilities it will possess. It could either be a special mission fighter aircraft similar to the USN's EA-18G Growler (above), or a transport/business jet modified for such purpose like the Embraer R-99B (below).

Other support aircraft that is worth waiting are the requirements for at least a single Air-to-Air Refueling Tanker by 2021. As the project is still expected to be implemented a few years from now, it is still unclear how much is the budget and what are the required specifications of this aircraft. The most probable solution is for the acquisition of either a new or used refurbished C-130 aircraft with Air Refueling Tanker equipment, although it could be as high as acquiring a commercial airliner fitted as a Tanker/Transport like the Airbus KC-30 / A330 multirole tanker/transport aircraft.



The PAF's tanker aircraft acquisition is also too early to tell, but it could only be either a commercial airliner modified to tanker/transport duties like the Airbus KC-30 /A330 MRTT, or will be using a less capable option like the KC-130J Super Hercules tanker/transport.

A step up from the usual combat utility helicopters being operated by the PAF is a plan to acquire a minimum of 4 Medium or Heavy Lift Helicopters, planned to be acquired in 2 batches of 2 units each by 2019 and 2022, respectively. As previously indicated by several PAF officers, the organization prefer a helicopter design that has a rear ramp which was very instrumental on Humanitarian and Disaster Relief (HADR) operations. Among those they are looking at are the Boeing CH-47F Chinook and the AgustaWestland AW-101.



Among those being considered for the PAF's upcoming Medium/Heavy Lift Helicopter project are the AgustaWestland AW-101 (above) and the Boeing CH-47F Chinook (below).

There are also several projects that the Philippine Air Force is planning to acquire that are not listed in the "Flight Plan" report, but are actually logical in nature.



There is an impending plan to acquire at least 2 VVIP-configured Sikorsky S-70i Black Hawk helicopters and a new VIP fixed wing jet aircraft for the 250th PAW, although it is said to be funded separately from the Revised AFP Modernization Program. For the helicopters, the budget will be taken from the Department of Energy (DOE) with an ABC of Php 2.09 billion. The VVIP fixed wing aircraft will be acquired by the Office of the President and has an ABC of Php 3.69 billion. The VVIP aircraft budget will be enough to acquire either a standard Boeing 737-800, or probably even a Boeing Business Jets BBJ. This would represent an improvement as the currently the only VIP aircraft in PAF service is the old Fokker F-28 Fellowship aircraft which lacks in size, range, and modern safety features.

The PAF's 250th Presidential Airlift Wing will be operating VVIP aircraft that the Philippine Government will be acquiring. These will be acquired without using the AFP Modernization Program budget.

There are also plans to increase the number of additional orders for transport and utility aircraft that were already ordered by the PAF. These include the Medium-Lift Fixed Wing aircraft, the Light-Lift Fixed Wing aircraft, the Attack Helicopter, and the Combat Utility Helicopter. This will be subject to availability of more funds, and the overall performance evaluation of the aircraft acquired. 

If all aircraft acquired by the PAF are all performing well, expect the PAF to request for additional Airbus-CASA C-295 aircraft (probably the newer C-295W version), the Airbus-PTDI NC-212i, the AgustaWestland AW-109P, and the Bell 412EP. The increase in acquisition would allow the PAF to retire its older assets, namely the Fokker F-27 Friendship, the GAF N-22B Nomad, and the Bell UH-1H Iroquois.

There are also plans to acquire a long-term replacement for the Aermacchi AS-211 being used by the PAF, as a trainer that will bridge the gap between the SF-260FH primary trainer and the FA-50 LIFT. It is still unclear if the plan calls for a jet or propeller powered aircraft model. Another type of aircraft being considered are medium sized Unmanned Aerial Vehicles (UAV) or "drones" that will be used for surveillance and observation. The PAF is looking for a model that has enough range and endurance to reach the country's territories and EEZ in the West Philippine Sea, including the Kalayaan Group of Islands. Previous offers made was by Elbit Systems for a maritime patrol version of their Hermes 900 Unmanned Aerial System (UAS), although it remains to be seen if the AFP will accept the said offer.

In general, the PAF's modernization program has been moving slowly but surely, boosted by the support provided by the Aquino Administration. To address the slow movement, MaxDefense believes that it only goes back to more funding and a faster procurement process. Add to that the instilling of a culture of project continuity within the PAF, the DND, and the whole Philippine government. 

Apart from the equipment acquisition projects, the PAF's Flight Plan also discusses the importance of changes and improvement in the organization, training, research and development, human resource system, doctrine and knowledge system, bases and support systems, and values system. PAF's Long Range Patrol Aircraft - Tech Specs, Post-Bidding Report and Updated Analysis

The Philippines' Department of National Defense (DND) released a Supplemental Bid Bulletin dated July 24, 2014 for the Philippine Air Force's (PAF) Long Range Patrol Aircraft Aquisition Project. It included the initial technical specifications, which would be the basis for the 1st stage of the 2-stage bidding for the project.

The PAF was a user of Fokker F-27MPA Maritimes in the past, but a replacement was not made for several years until the current LRPA project.

A summary of the technical specifications are as follows:

Technical Specifications - Aircraft (Major):
Numbers: 2 units, brand new, factory new;
Engine: at least 2 turboprops using Jet A1 fuel, jet engine not acceptable;
Minimum Payload at Maximum Fuel: at least 11,000 lbs;
Endurance: 7 hours
Cruising Speed: at least 200 knots;
Range: at least 1,400 nmi;
Service Ceiling: at least 25,000 feet;
Engine Time Before Overhaul (TBO): at least 3,600 hours;
Seating: at least 3 at cockpit, at least 10 for cabin;
Communication: at least 2 High Frequency Communication radios, at least 2 UHF radios, at least 2 marine band radios, at least 1 Satellite Communications (SATCOM), at least 1 Encryption unit;

Technical Specifications - Mission and Surveillance System:
Console: 4 operator multi-functional consoles, physically and functionally identical, software the same as consoles on ground stations. Must be able to show tactical situation window, live or recorded EO/IR and radar video, sensors window (radar, ELINT/SIGINT/COMINT, acoustics, MAD), and other special windows (navigation data, data link and communication, display management);
Airborne Tactical System (ATS): to integrate mission sensors, aircraft navigation, communications, weapons control system,
Sensors integrated to ATS: search radar, Electro-Optical/Infrared (EO/IR) turret, ESM/ELINT/COMIT, acoustics, Magnetic Anomaly Detector (MAD), Automatic Identification System (AIS), Identification Friend or Foe (IFF) integrator, SATCOM and line of sight communication/data link.
Search Radar: should have Inverse Synthetic Aperture Radar (ISAR) mode, Wide Area Surveillance/Ground (WAS) mode, Sysnthetic Aperture Radar (SAR) mode.
Sonobuoy: to include Received and Processor, 100pcs. Active Sonobuoys, 100pcs. Passive Sonobuoys, and 30 Bathythermal Buoys;
Downlink System: Type and specification to be provided later on, should include 1 aircraft transmitter per aircraft, 1 airborne antenna per aircraft, 5 units of Fixed Station Receivers, 5 units of Line of Sight Data Link Antenna for Fixed Station Receiver, 17 units Ground Mobile Receiver with briefcase-type decryption unit, and 17 units Antenna.


There were 10 reported buyers of the Bid Documents for the LRPA Project, although only 8 companies submitted a query that were answered on the July 24 SBB. These are:

ARINC Aerospace (USA);
- CASA-Airbus Defense and Space (Spain);
- Elbit Systems Ltd. (Israel);
Field Aviation (USA);
- IAI Elta Systems Ltd. (Israel);
- L3 Mission Integration (USA);
- Lockheed Martin (USA);
- PT Dirgantara Indonesia (Persero) (Indonesia);
- Raytheon Company (USA);
- Saab Technologies Asia Pacific (Sweden).

Although Bombardier Aerospace of Canada submitted a query, it appears that they did not join the project as a direct bidding entity, but may probably supply their aircraft to some of the bidders, which will be explained below.

It is also worth noting that a major MPA manufacturer, Alenia Aerospace of Italy, did not even bother to acquire the bid documents. This may be due to their previous loss and accusations of irregularities against the DND for their award to Airbus Military to supply 3 C-295 tactical transports for the PAF's Medium Lift Fixed Wing Aircraft acquisition program.

Of all the bid document buyers, all except ARINC Aerospace, Field Aviation, and Raytheon Company did not submit a bid. Although MaxDefense still don't have any idea why ARINC and Field Aviation did not submit, Raytheon Company was reportedly teamed-up with PT Dirgantara Indonesia as a subcontractor for the mission systems integration part of their offer.

The following are the bidders and the findings made by DND-BAC, listed according to the sequence of bid opening made last August 11:

  • Saab Technologies Asia Pacific was found ineligible to bid due to missing Tax Clearance documents;
  • L3 Mission Integration was also found ineligible due to the eligibility document reasons; 
  • Elbit Systems' bid was considered eligible and was the first bidder to do so. They were found ineligible on the 2nd part of the bid opening for technical specifications and performance parameters because they "did not include fast moving items and consumables in the list of minimum deliverables", according to an interview with SBAC-1 Chairman Defense Undersecretary Fernando Manalo.
  • IAI Elta Systems was also found ineligible initially, but the decision was overturned after BAC found its submitted Financial Statement documents acceptable. They were found ineligible on the 2nd part of the bid opening for the same reasons as Elbit Systems.
  • Lockheed Martin was also considered ineligible due to documentation problems;
  • PT Dirgantara Indonesia (Indonesian Aerospace) was also found ineligible. 
  • CASA-Airbus Defense and Space was also found ineligible because of failing to meet certain requirements.

The bidders are given until August 14, 2014 to file for a Motion for Reconsideration with the DND-BAC regarding their concerns. Otherwise, the bid will be considered a failure if no single entity passes all the requirements.

Possible Offers:
Although the 1st stage of the bidding has proceeded, it was still not known what are bidders actually intended to offer to the DND and PAF. The project is actually composed of 2 main sections: the platform aircraft, and the overall mission and surveillance integrated system. The 1st stage of the bidding gave more importance to the aircraft platform rather than the mission systems which the DND indicated to give priority in the 2nd stage.

Aircraft:
The platform aircraft was supposed to be provided by the bidders during the bidding, but MaxDefense believes that the following might be used by the bidders:

1. Airbus Military C-295
Already the PAF's possible leading choice due to its recent order for 3 units for its Medium Lift Fixed Wing aircraft requirement. MaxDefense believes that the technical specifications for the LRPA's aircraft platform was loosely based on this aircraft, thus it is considered as the benchmark aircraft.

2. Bombardier Dash 8 Q-400
There are a number of bidders which currently uses the Q-400 as its platform aircraft for their MPA and other Special Missions products. This aircraft is sleek, fast, and is also a very competitive special missions aircraft aside from being a proven turboprop regional airliner.  The Q-400 is Bombardier's latest Dash 8 Q-Series variant and is longer, more powerful and updated, and more competitive than its earlier variants. Its length can accommodate 4 or more console stations and space requirements compared to other aircraft. Due to its powerful but thirsty engines, a special mission military variant may feature an on-fuselage fuel tank.

3. Airbus Military-PTDI CN-235
An aircraft born on the partnership of Airbus Military subsidiary CASA of Spain and PTDI's forerunner IPTN. Although it is an Airbus product, a possible acquisition of the PAF of CN-235 aircraft may actually be from PTDI due to their agreement with Airbus on the distribution, sales, and support of the aircraft. The Philippines falls under PTDI's responsibility. The aircraft actually falls short on some details indicated in the LRPA's technical specifications.

4. Alenia Aerospace ATR-42 or ATR-72 
Although Alenia is at odds with the DND over a previous project, some of the bidders may opt to use the ATR series aircraft as a base platform, considering that the aircraft was used by other countries for MPA duties. It is a proven turboprop regional airline like the Q-400, and also has special missions among its capabilities. Turkey uses the ATR-72 for its ASW-capable MPA, while other countries like Nigeria uses the shorter ATR-42 for MPA missions.

5. Saab 2000
This aircraft has some limited success as a special missions aircraft, although it was offered to several military forces as a MPA and AEWC aircraft platform. This aircraft also has to overcome one of the specification's requirements, which is to be a brand new, factory new aircraft. Saab stopped production of the Saab 2000 since 1999, and a possible offer to the PAF are probably refurbished units from Saab Aircraft Leasing company.

Special mention for IAI Elta Systems' earlier proposal to use the Gufstream G250 for their offer, which was turned down by the DND due to the specified requirement for turboprop engine-powered aircraft. The DND preferred turboprops due to fuel efficiency, easy maintenance, and less susceptible to foreign object damage. 

For those looking at the Lockheed Martin C-130J, MaxDefense needs to burst your bubble this early on. A brand new transport-configured C-130J costs more than the budget allocated for a fully-equipped MPA. Even the cheaper and simpler C-130XJ still can't meet the budget.


Mission Systems:
These are the integrated systems installed on the aircraft for it to conduct maritime patrol and surveillance duties. The DND and PAF has not been specific on this, and has announced in their SBB that it would be given more specific attention on the 2nd stage of the bidding. MaxDefense lists down what it believes to be the possible offers of the bidders:

1. CASA-Airbus Defense and Space C-295MPA or C-295ASW Persuader
Airbus has been offering the C-295MPA to several countries, and is currently their baseline offering for the maritime patrol aircraft market. It uses the Airbus-developed Fully Integrated Tactical System (FITS), which is an "onboard suite of networked computers" that integrates the different surveillance and mission systems of the MPA. The entire system consists of a search radar, EO/IR sensors, ESM, ELINT, COMIT, MAD, an IFF integrator, SATCOM, and a data link. FITS can actually be installed in other aircraft platforms, but since Airbus also manufactures the C-295, it is not impossible that they are offering this tandem to the LRPA acquisition project. 


Chile's C-295MPA and C-295ASW Persuaders are equipped with Airbus' FITS.




Airbus claims that the endurance of the Persuader is at 11 hours, or 6 hours on station at 200nmi range. The FITS system is palletized, and enables the aircraft to do other missions when necessary. 

MaxDefense believes that this system is also what the PAF and DND used as a baseline for their mission system requirements.


2. Elbit Systems' Proposal
This is a tricky part. Elbit currently has no manned maritime patrol aircraft product on offer (as far as MaxDefense is concerned). But it currently offers the Hermes 900 unmanned air system in a maritime patrol configuration. Elbit may probably use their expertise to install the system into a manned aircraft platform while complying with other requirements indicated in the project's technical specifications.


Elbit Systems may transfer their maritime patrol system from the Hermes 900 UAS to a manned aircraft platform to comply with the PAF's LRPA requirement.




3. IAI Elta Systems' EL/I-3360 Maritime Patrol Aircraft
The EL/I-3360 is actually a modular suite integrating surveillance and mission systems for maritime patrol aircraft. IAI Elta actually chose the Bombardier Q-400 as their aircraft platform of choice for this suite, and may have also teamed-up with Field Aviation (which bought bid documents but did not submit a bid), but they could actually integrate the system to another aircraft type with the same space provisions. It is possible that they could make an offer based on both the Bombardier Q-400 and the Airbus Military C-295 to increase their chances. The ELI-3360 uses IAI Elta's EL/M-2022A surface search radar system, ESM and MOSP type EO/IR sensor, a COMINT array, aft mounted countermeasures dispensers and side-mounted containers, and a mixture of other surveillance and intelligence systems. 


IAI Elta offered the EL/I-3360 MPA using the Bombardier Q-400 aircraft for the UK's MPA requirements.

4. L3 Mission Integration's Maritime Patrol Aircraft
In cooperation with Bombardier, Selex ES, Ultra Electronics, and also possibly Field Aviation, L3 Mission Integration has a current Maritime Patrol Aircraft design using the Q-400 aircraft platform. L3's system integrates the Selex Seaspray 7500 search radar or the Eagle AESA wide-area radar, and Ultra Electronics' Airborne Acoustic System.

5. Lockheed Martin's Maritime Patrol and Reconnaissance Aircraft
The US company was part of the US Coast Guard's HC-144 Ocean Sentry maritime patrol aircraft, whose Mission System Pallet roll-on, roll-off electronics suite was used on a Airbus-supplied CN-235 aircraft platform. This same is equipment was used by Lockheed Martin on the USCG's HC-130 surveillance aircraft, thus it can also be used to modify transport variants of the C-130s into maritime patrol aircraft after some modifications.

Lockheed Martin may also modify the systems used in the USCG surveilllance aircraft to include those specifically required by the LRPA technical specificaions. These includes the addition of anti-submarine equipment, COMINT/SIGINT/ELINT systems, use of a more capable search radar, and capability to carry weapons.

Aside from the CN-235, Lockheed Martin may also opt to use the larger Airbus C-295 aircraft, or offer to use PAF's current C-130 fleet. Earlier Lockheed Martin did announced their intention to discuss with the PAF to modify some of the PAF's C-130 Hercules transports, which they claim would cost less than half of a new MPA.

The same Mission Pallet System was also offered by Lockheed Martin to be installed on some of the PAF's C-130 Hercules transport aircraft, although this might be a separate offer aside from bidding for the new LRPA.

6. PT Dirgantara Indonesia's CN-235MP Persuader
If reports are true that PTDI teamed-up with Raytheon Company for their MPA offer for the PAF, then this would be a departure from PTDI's previous team-up with Thales with their AMASCOS 200 system for the TNI-AL (Indonesian Navy) MPA requirement. 

Raytheon previously offered their AN/APS-134 surface search radar for the CN-235MPA Persuader, and also has the AN/APS-148 Sea Vue search radar. They have the capability to provide PTDI with the necessary surveillance and weapons systems and integration. Their recent experience was as the weapons integrator for Turkey's Meltem-III ATR-72 MPA program.

The CN-235's smaller size may compromise its bid as it cannot meet some of the requirements set by the DND. From the layout below, it shows the disadvantage of its tight interior space to provide the number of console stations and other provisions.

7. Saab Technologies' Swordfish Maritime Patrol Aircraft
The Swedish company's current offering, the Swordfish MPA uses their own Saab 2000 aircraft platform. Saab claims that the Swordfish has a maximum endurance greater than 9.5 hours, and a typical on-station time of up to 5.5 hours while operating 200nmi from its base. It also has a maximum range of greater than 2,000 nmi, a maximum cruise speed of 350 knots, and a patrol speed of 160 knots. It has a service ceiling of 31,000 feet and needs 1,300 meters of take-off runway distance. It integrates Selex's Seaspray 7500 maritime surveillance radar, an active Acoustic System from Ultra Electronics, and a high definition EO/IR sensor pod from FLIR Systems. The aircraft is also equipped with an advanced C4I, AIS, IFF, ESM, Self-Protection System (SPS), SATCOM and Data Links.

Although there are no new Saab 2000s produced since 1999, so Saab needs to discuss this thoroughly with the DND to keep their product in the race.

The Verdict:
MaxDefense believes that this project is one of the most tightest competitions ever to be conducted by the DND and AFP, although the choice of the platform is biased on the Airbus Military C-295 due to its commonality with tactical transports ordered by the PAF earlier. The Bombardier Q-400 is a very good aircraft, and so is the Saab 2000 if only there are new builds for this aircraft. 

Although MaxDefense believes that Airbus Defense and Space has the highest chance of bagging the project, IAI Elta Systems and L-3 Mission Integration may have a strong chance of stealing away a win from the front runner. 

If the competitive bidding last August 11, 2014 will be considered a total failure, then the DND may opt to either have a re-bidding using the same or a revised specification and documentation requirements, a negotiated bidding, or a government-to-government (G2G) deal with a friendly foreign government, which is actually the fastest way to acquire the system. MaxDefense still hopes that the bidders will submit a Motion for Reconsideration, and the DND-BAC allows the bidders to proceed to avoid further delays on the project, since majority of the reasons for ineligibility was because of the slow processing time to acquire documents from Philippine government offices and agencies.

More updates will be made as MaxDefense awaits the outcome of the MFR deadline, which is supposed to be today, August 14, 2014.

April 18, 2015:
MaxDefense has not updated this entry for several month. It would be remembered that MaxDefense @ Facebook covered the report wherein the bid submission and opening for the project failed last August 11, 2014, and that the DND SBAC-1 has given IAI Elta and Elbit Systems until August 14, 2014 to file for a Motion for Reconsideration.

Eventually the bidding did not push through and was considered a failed bidding. According to government procurement procedures, the DND can proceed with a re-bidding for the project. But so far, the DND has not proceeded with a rebidding for still unconfirmed reasons, as no formal reason has been released by the DND.

June 25, 2015:
Aside from pursuing the acquisition of P-3C Orions, the DND also confirmed that the Long Range Patrol Aircraft (LRPA) project for the Philippine Air Force is still a go, although the bidding could not proceed because it was among those pending due to Malacanang's decision not to abruptly sign the Revised AFP Modernization Act for reasons still not confirmed by both the DND and the Office of the President. This project is said to run astride with the P-3C Orion acquisition, alhough the concept of operating two types of MPA aircraft is still questionable.

Philippine Air Force Modernization Projects
