Aviation Engineering Equipment Acquisition Project of the Philippine Air Force


The Philippine Air Force (PAF) has started embarking on the acquisition of Aviation Engineering Equipment to improve its engineering and civil engineering capabilities in support of PAF base maintenance, as well as providing engineering support and humanitarian assistance to the public on behalf of the Philippine government.

These equipment will be provided to the PAF's 355th Aviation Engineering Wing in order to be effective in its functions of providing General Engineering, Aviation Engineering, Combat Support, and Engineering Support during Humanitarian Assistance and Disaster Response (HADR).

The PAF's 355th Aviation Engineering Wing was among the recipients of the AFP's acquisition of Civil Engineering Equipment from China, which is a separate project from the PAF's own Aviation Engineering Equipment acquisition project.

Project Procurement Details:

The Invitation to Bid was released by the Department of National Defense (DND) on 20 February 2019, with the Submission and Opening of Bid Documents scheduled on 13 March 2019.

Based on the Supplemental Bid Bulletin released for the project, it appears that at least three companies were interested in the project: Wilan Merchandising Inc., Civic Merchandising Inc., Concrete Masters Inc.





As of 31 March 2019, MaxDefense has not received confirmation yet if the project was successfully tendered and if a lowest bidder was already confirmed.

20 February 2019:
The DND, through the Philippine Government E-Procurement System (PhilGEPS) website, has released an Invitation to Bid (ITB) for the PAF's Aviation Engineering Equipment acquisition project.

Aside from the ITB, the bid documents were made available on the PhilGEPS website, including the Technical Specifications covering all Lots.

Pre-bid Conference was scheduled on 27 February 2019.

6 March 2019:

A Supplementary Bid Bulletin (DND/AFP-PAF-AEE-Lots1to32-19-03-001) dated 06 March 2019 was released by the DND, answering queries and requests made by at least 3 potential bidders.

Bid opening schedule remains fixed for 13 March 2019.

26 June 2019:

Two lots were already awarded to winning bidders, which means the tender for some of the lots have started. The DND released the Notice of Awards for the said sub-projects.

Lot 5, which involves the supply and delivery of three (3) Prime Movers with Low Bed Trailers was awarded to Civic Merchandising Inc., The same company was also awarded the Lot 9 involving the supply and delivery of four (4) Small Hydrostatic Bulldozers.


With the NOA released, its just a matter of time for the Contract Signing as well as the release of the Notice to Proceed to be made.

Both lots are required to be delivered within 135 calendar days from the release of NTP. If NTP is provided to Civic Merchanding Inc. by 1st week of July 2019, the Prime Movers (tractor heads) and trailers, as well as the small bulldozers should arrive on or before mid-November 2019.
