The Philippine National Police recently awarded several firearms, force protection equipment, and helicopter acquisition project to different contractors which submitted their bids late last year.
This blog entry is for the record of these acquisitions, as keeping them on Facebook will cover these in a matter of weeks.
Firearms (Pistols, Rifles):
Among those firearm acquisition projects that were awarded are the following:
1. Supply of 9mm Striker Fired Pistol Lot 1, covering 1,920 pistols with an approved budget of Php53,952,000.00, was awarded to the Joint Venture of R. Espineli Trading and Israel Weapon Industries Ltd. (IWI) of Israel on November 2017, with a submitted bid amount of Php53,664,000.00 As confirmed by a MaxDefense source, the pistol offered by R.Espineli-IWI JV is the IWI Masada 9mm pistol.
2. Supply of 9mm Striker Fired Pistol Lot 2, covering 10,000 pistols with an approved budget of Php281 million, was awarded this February 2018 to the Joint Venture of Nashe Enterprises and Samsun Yurn Savunma Sanayi Ve Ticaret A.S. (SYS) of Turkey, with a submitted amount of Php239,950,000.00. As we reported before, MaxDefense sources involved in the project mentioned that Nashe-SYS JV offered the CANIK TP9 pistol.
3. Supply of 5.56mm Basic Assault Rifle Lot 1, covering 8,170 units assault rifle with an approved budget of Php755,725,000.00, was awarded on December 2017 to the Joint Venture of R. Espineli Trading and Israel Weapon Industries Ltd. (IWI), with a submitted bid amount of Php718,919,150.00. MaxDefense previously mentioned that based on our source involved in the project, R.Espineli-IWI JV offered the IWI Galil Ace 5.56mm assault rifle from Israel.
4. Supply of 5.56mm Basic Assault Rifle Lot 2, covering 698 units assault rifle with an approved budget of Php64,588,800.00, was awarded to Armscor Global Defense Inc. on December 2017, with a submitted bid amount of Php57,236,000.00. MaxDefense previously mentioned that based on our source involved in the project, Armscor offered the Emtan Karmiel MZ-4P 5.56mm assault rifle from Israel, which is essentially the company's version of the M4 rifle. Armscor was also the lowest calculated bidder for this project.
5. Supply of 5.56mm Basic Assault Rifle Lot 3, covering 4,933 assault rifles with an approved budget of Php456,311,800.00, was awarded to Armscor Global Defense Inc.on January 2018 with a submitted bid amount of Php404,506,000.00. MaxDefense previously mentioned that based on our source involved in the project, Armscor offered the Emtan Karmiel MZ-4P 5.56mm assault rifle from Israel, the same as for Lot 2.

Two contracts for machine guns were also awarded recently, with the following details:
6. Supply and Delivery of 7.62mm Light Machine Guns, covering 42 units was awarded to Nashe Enterprises with a submitted bid amount of Php38,388,000.00. Model still unknown although MaxDefense is trying to find out what did Nashe Enterprises offered.
7. Supply and Deliver of Cal. 50 Heavy Machine Guns, covering 21 units with an approved budget of Php44,100,000.00, was awarded to Nashe Enterprises with a submitted negotiated amount of Php44,000,019.00. Model still unknown although MaxDefense is trying to find out what did Nashe Enterprises offered. MaxDefense also expects these machine guns to be installed on 12.19m long tactical boats ordered by the PNP with Promech Corp-Safehull Marine Technologies JV (see on listed items below).
Force Protection Equipment:
For major Force Protection Equipment projects, the Notice of Award were provided for the following projects:
1. Supply and Delivery of Enhanced Combat Helmet Level III Lot 1, covering 3,121 units of helmets, was awarded to Joint Venture of Armscor Global Defense and Ceradyne Inc. last December 2017 with a submitted bid amount of Php202,899,331.00. Ceradyne is a subsidiary of 3M, and is a US-based manufacturer of helmets and force protection equipment for the US government.
2. Supply and Delivery of Enhanced Combat Helmet Level III Lot 2, covering 11,084 units of helmets, was awarded to Joint Venture of Armscor Global Defense and Ceradyne Inc. last December 2017 with a submitted bid amount of Php720,471,084.00.
Helicopters and Boats:
Aside from the Bell 429 GlobalRanger helicopter ordered by the PNP under the dual-engine helicopter acquisition project last year, the PNP also ordered the following:
1. Single-engine Turbine Helicopter Lot 1, covering 2 units with an approved budget of Php451,995,000.00, was awarded last December 2017 to Airbus Helicopters Southeast Asia Pte Ltd, with a submitted bid amount of Php410,611,796.00. Airbus reportedly offered the H125 Ecureuil helicopter, which is new version of the AS350 Ecureuil that is in already in service with the PNP.
The PNP also had boats in its acquisition, which includes the following:
1. Supply and Delivery of High Speed Tactical Watercraft 12.19m Long, covering 21 units, was awarded to the Joint Venture of Propmech Corporation and Safehull Marine Technologies Inc. with a submitted bid amount of Php251,748,000.00. MaxDefense has not determined yet the design of the boats Propmech-Safehull offered, although it is expected that the 21 Cal.50 machine guns listed earlier are to be installed on these boats.
2. Supply and Delivery of High Speed Tactical Watercraft, covering 7 units, was awarded this February 2018 to the Joint Venture of Als Marine Center Corporation and FB Design SRL of Italy, with a submitted bid amount of Php81,179,000.00. No size or dimension was provided, although the price on the average per boat is almost the same as the one awarded to Propmech Corporation @ 12.19m long. MaxDefense has no confirmation which boat could have been offered although based on the boat designs from FB Design SRL, it could be similar to the one shown below.
Other projects were not listed anymore, including acquisition of motorcycles, utility vehicles, vans, pick-up trucks and utility trucks, as well as communications equipment and other items.

The Philippine National Police presented their new acquisitions last 29 August 2018 in a ceremony led by PNP Chief Director Gen. Albayalde.
Among those presented are their new machine guns, pistols, rifles, and motorcycles, which were awarded to different companies in early 2018.
While the distribution of the firearms are unknown, it is highly possible for the PNP to provide some of them to the PNP-Special Action Force, especially for field testing due to the PNP-SAF's more active role in law enforcement and internal security operations. Meanwhile, the 650cc Kawasaki motorcycles are expected to be provided to the PNP Highway Patrol or for VIP Escort and Security teams.
