Philippine Air Force to Procure Elbit's Hermes 900 Medium Altitude Long Endurance UAV Under Horizon 2 Phase

The Armed Forces of the Philippines (AFP) has been for some time always at the mercy of other allies to provide military assistance in times of crisis. With the Marawi City crisis already more than 2 months, the AFP has called on the United States and Australia to provide surveillance and intelligence gathering assistance for the AFP, which translated to the deployment of US Navy P-3C and Royal Australian Air Force AP-3C Orions, as well as several RQ-20 Puma small UAVs from the US Special Operations Forces in the Philippines. 

It was made known by a solicitation posted by the US Navy in one of its websites that the Philippines is not new to drone operations, being an operator of the Boeing Insitu ScanEagle small UAV system for quite some time now. It was also noted in many occassions that the AFP is in possession of other UAV systems like the locally made Raptor and Knight Faclon which were used during the Zamboanga Crisis as well as newly delivered RQ-11B Raven small UAVs to the Philippine Marine Corps.

There are also unconfirmed but possibly true reports that the Philippines, with the tutelage of the US Armed Forces, acquired two General Atomics RQ-1 Predator UAVs more than a decade ago, although one was said to have been lost in a crash years ago.

These show that the AFP has seen the use of drones as an effective way of gathering information, and providing support to military forces. But never did we expect something big coming until lately.

A photo of an unnamed large Unmanned Aerial Vehicle (UAV) flying "somewhere in Luzon" was first posted by Pinoy Aviators' Facebook page mid July 2017, which was shared by our community members to MaxDefense for further dissemination to more people. This was met with positive acceptance from the general Filipino public, with many calling for its acquisition.

This was further boosted by news from Flight Global, confirming that Elbit Systems has indeed brought in a Hermes 900 medium altitude, long endurance (MALE) UAV to the Philippines for demonstration. MaxDefense received documents confirming that a Hermes 900 demonstrator was sent in by Elbit Systems, conducted Demonstration Flights at the vicinity of Fernando Air Base in Lipa, Batangas between July 17 to 26, 2017. This was corraborated further by our last post of a Hermes 900 inside a hangar at Fernando Air Base with a high ranking AFP officer with it. said to be taken a day before we posted in @ MaxDefense Philippine group page.

Under Horizon 1 Phase of the AFP Modernization Program, there were no mention of any unmanned aerial vehicle acquisition project in several AFPMP updates and documents received by MaxDefense in the last 1 year except for the Marine Forces Imagery and Targeting Support System (MITSS) awarded to Triton Communications and scheduled for delivery this year. That is why MaxDefense was surprised when a new update was made mentioning the acquisition of what is coined as the "PAF Unmanned Aerial Vehicle" project coinciding with the appearance of the Hermes 900 in the Philippines.

MaxDefense is grateful to its sources for being able to get enough information to confirm that the Philippine Air Force is in the process of acquiring long endurance drones, specifically the Elbit Systems Hermes 900 UAV under the above mentioned project, with a budget amounting to Php 8,470,000,000.00 (US$167.722 million at today's rate).

The Hermes 900 UAV:

Elbit Systems' Hermes 900 is their most advanced UAV on offer, and among Israel's most advanced UAV system. It is described as a medium altitude, long endurance UAV platform that is capable of, and quoting Elbit's own description, "over-the-horizon, persistent multi-mission, multi-payload capabilities" and also "performing missions for area dominance and persistent ISTAR (intelligence, surveillance, target acquisition and reconnaissance)".

The Hermes 900 can also be used for surveillance and maritime patrol missions, which was actually the configuration initially offered by Elbit Systems to the Philippine Air Force during ADAS 2014.

Due to its large size and its capacity to carry up to 350 kilograms of payload, the UAV can be equipped with EO/IR/Laser Tracking and Targeting System, Synthetic Aperture Radar (SAR), Ground Moving Target Indicator (GMTI), Communication Intelligence (COMINT), Communication Jamming (COMJAM), Electronic Intelligence (ELINT), Electronic Warfare (EW), and other payloads.

The Hermes 900 has an endurance of up to 36 hours, and service ceiling of 30,000 feet. Considering that these are the posted figures by Elbit Systems, expect the actual endurance and service ceiling to be greater than that.

Among the countries that use the Hermes 900 are Israel, Chile, Mexico, and recently Switzerland acquired 6 units to replace older and less capable UAVs in their fleet. Should the PAF acquire this, they will be in possession of the most capable UAV system in the region.

Working System:

Being from the same family of UAVs employing the same characteristics and systems, both the Hermes 900 and the smaller Hermes 450 can work together simultaneously, and can be operated almost seamlessly. They are operated on a Universal Ground Control Station, and includes other systems like a Ground Data Terminal and Ground Support Equipment as part of the package.

Both UAVs are designed to be operated by a relatively small crew and a small logistics footprint feature. It is advanced enough to also have greater autonomy with need for minimal supervision from controllers, and its flight path can be set with multiple options available.

It also has autonomous take-off and landing capabilities which will make it easier for controllers to safely operate.

As mentioned by our sources, despite being large enough to carry small precision guided munitions, the Hermes 900 is not configured for attack missions. Thus any strike mision would be handled by the PAF's Close Air Support aircraft (OV-10 and hopefully EMB-314 Super Tucano), Attack Helicopters (AW-109E, MD-520MG and another helicopter model that will arrive early next year and MaxDefense will decline to name for now as requested by PAF sources), Surface Attack Aircraft (FA-50PH), and the future Multi-Role Fighter will be conducting.

UAV Acquisitions for the Philippine Air Force:

The Philippine Air Force has a requirement for what it calls the Land-Based Unmanned Aerial System which is a joint project with the General Headquarters, Armed Forces of the Philippines (GHQ-AFP). Based on the latest version of the Horizon 2 phase list submitted to Malacanang, the requirement is for at least 8 systems, although it was not specified what type.

The intention of the UAV acquisition is to provide maritime and ground surveillance requirements and would be working together with the Long Range Patrol Aircraft (LRPA), which the first two units are still pending acquisition after a second bidding failure recently. It is expected to be operated by the 300th Air Intelligence and Security Group.

It would also be part of the AFP's C4ISTAR system, thus the joint acquisition with GHQ-AFP.

Originally it was not the intention to front-load the Land-Based UAS acquisition due to other compelling needs in the AFP. But the thread of terrorism including the Marawi City crisis and ISIS-related threats, narcotics trade and proliferation and cross-border crime and terrorism has given the Philippine government a reason to push through with the acquisition to provide the AFP with sufficient surveillance capabilities. The delays on the LRPA project did not help the situation either.

The current project, now simply called PAF Unmanned Aerial Vehicle, is among the first Horizon 2 projects to be implemented for acquisition and has an allocated budget of Php 8.47 billion.

MaxDefense sources made it known that the project, in close coordination with Israel's Ministry of Defense, considered only Israeli-made UAVs which included Elbit's Hermes 450 and Hermes 900, and Israel Aerospace Industries (IAI) Heron 1. In the end, the PAF chose the Hermes 900, the newest and most capable of the choices. The demonstration of the Hermes 900 UAVs last July 2017 in Fernando Air Base, Batangas, culminated the decision to choose the Hermes 900 and to approve its acquisition.

Four UAVs are to be acquired under Horizon 2 phase, and it appears that based on the quantity and ABC, each complete set of Hermes 900 including the undetermined sensors package, integrated logistics support (ILS), training, support equipment and other ancillaries will cost around Php 2.12 billion (US$41.93 million) each. This means that the Hermes 900 will cost more than the PAF's FA-50PH Fighting Eagle!

In comparison, MaxDefense sources confirmed that three (3) Hermes 450 can be acquired for Php 1 billion as of 2012, but considering inflation and cost escalations, we believe that the price may be somewhere near Php 400 million each for the Hermes 450 by now.

Elbit Systems first offered the Hermes 900 during ADAS 2014 as a maritime patrol solution for the country, although they have been offering the smaller Hermes 450 to the PAF since 2012.

The acquisition will be a Government-to-Government (G-to-G) with the State of Israel, which means that no more bidding will be made for this acquisition. Based on latest information, the approval from the Secretary of National Defense was only made on the 3rd week of July 2017, and was submitted for approval by President Duterte on the same week. It is expected that the President will approve it since he mentioned about the acquisition a few days later, which was picked up by some media outlets.




Absorption and Integration into the PAF and AFP:

MaxDefense believes this is the main concern on bringing in the Hermes family of UAVs, especially the Hermes 900.

Except for the reported Boeing Insitu ScanEagles in PAF service, which MaxDefense sources from even those involved in the Philippine Air Force's surveillance systems itself cannot confirm to be available, the PAF never had a UAV of the same size and capability as the Hermes 900, or even the smaller Hermes 450. If the ScanEagles aren't even really available, then the concept of UAV operations might be something the PAF is not really experienced and familiar with yet.

Despite some MaxDefense sources corraborating the reported ScanEagle UAVs in PAF service since some years ago, its still a shady and difficult to really confirm. So its also difficult to say if the PAF really has experience in operating drones, however simpler they are compared to the Hermes 900.

So the ability of the PAF to absorb the new assets will be something worth looking at. How much support will Israel or Elbit Systems provide to the PAF to allow the smooth transition of PAF UAV operators to the platform? And how much time does it need for the PAF to be fully operational with these UAVs?

A good example can be seen on a neighbouring country, the Republic of Singapore Air Force (RSAF), who has the most experience in ASEAN in operating drones as well as manned patrol aircraft. But based on open sources, it took them almost 5 years to be fully operational with their Heron 1 UAVs, despite operating smaller UAVs like the IAI Searcher since 1994. The IAI Heron 1, also from Israel, are slotted somewhere between the Hermes 450 and Hermes 90 in terms of size, endurance, payload and overall capability.

Meanwhile, the PAF has no operating manned surveillance aircraft with sensors except for the FLIRs mounted on the newly acquired AW-109E Power armed helicopters that the PAF has only been operating for 2 years. Also, RSAF has a more stringent training system and more experience than the PAF and yet it took them that long to attain that status.

It would be very disappoiting if the PAF won't be able to maximize the capability of its drones, or worse, damage or destroy them in an accident due to lack of experience.



Decision to go for a Single Platform:

No doubt the Hermes 900 is expensive, and only four units can be acquired with the budget allocated by the PAF. So is it really reasonable to just go for the Hermes 900?

MaxDefense's suggestion is to divide the acquisition to both the Hermes 450 and Hermes 900, as both systems are made to conduct different types of missions. Instead of 4 Hermes 900, MaxDefense recommends to acquire only 3 Hermes 900s, while converting the budget to buy the 4th unit to pay for the acquisition of the smalller, cheaper Hermes 450. Based on the above quotes we posted, at least 5 units of Hermes 450 can be bought for the same price as a single Hermes 900.

The Hermes 900, having more endurance, can be used to patrol the West and East Philippine Seas, as well as other areas in the country's EEZ. Meanwhile, the smaller Hermes 450 can be used for surveillance missions closer to ground, like in conflict areas like Marawi City, and in hunting terrorists in Mindanao and even other parts of the country.

Being from the same manufacturer and developed based on a single system, operating both the Hermes 450 and Hermes 900 would not be difficult as it would be almost seamless to cross over to the each other.

Compared to the newer Hermes 900, the Hermes 450 has been in service for more than a decade now and has been used in combat missions in the Middle East. Its been used by Israel, Azerbaijan, Colombia, Mexico, the UK (under the Watchkeeper Program), US Homeland Security, and closer to home, Singapore.

Other Concerns:

MaxDefense recently reported that the re-tender for the Long Range Patrol Aircraft (LRPA) project has failed, with sources from the PAF and industry confirming that many of the interested proponents found the Approved Budget for Contract to be very low, and is simply not enough to acquire an aircraft with all the bells and whistles the PAF is requesting.

As of last week, MaxDefense was told that the PAF has yet to find a source for the additional budget for them to confidently start direct negotiations with interested proponents.

Instead of pouring too much on UAVs, is it not more practical to reduce the UAV budget and provide a little more for the LRPA project for it to start? Or is it more practical to use the budget to buy more LRPA instead?

The PAF wanted an ASW-capable Long Range Patrol Aircraft and has actually shown obvious preference to Airbus' C-295ASW, but budget is not enough. So why not more LRPAs by using some of the UAV budget?

Another issue is the wisdom of acquiring itself, isnthe Hermes 900 really the best choice for the Philippine Air Force?

Other UAV options are also available which, aside from surveillance capability, also can carry and fire small precision guided munitions for the same price as the Hermes 900. This includes the IAI Eitan (aka Heron TP), which can carry around 1,000 kilograms of precision guided munitions at almost the same price as the Hermes 900. Did the PAF consider them since they are also interested in acquiring Unmanned Combat Aerial Vehicle (UCAV) in the near future?

IAI's Eitan (aka Heron TP) is said to be priced similarly as the Hermes 900 and has almost the same capability except for also being capable of strike missions with its ability to carry and fire PGMs.

There are other possible concerns that MaxDefense originally wanted to touch but decided not to (for now) until more information becomes available to us. It would be best to let the project take its course trusting the decision making of the Philippine Air Force and the AFP as a whole, considering this project was approved by Senior Leaders of the AFP and DND.


Nonetheless, any acquisition by the PAF of additional assets including medium altitude long endurance UAV platforms like the Hermes 900 is a welcome news, and would provide a leapfrog in capability and experience for the Philippine Air Force.

In the near future, MaxDefense will also be discussing the upcoming Philippine Army Unmanned Aerial Vehicle acquisition project, which is running almost simultaneously with the PAF's project.

PAF's Long Range Patrol Aircraft - Tech Specs, Post-Bidding Report and Updated Analysis

The Philippines' Department of National Defense (DND) released a Supplemental Bid Bulletin dated July 24, 2014 for the Philippine Air Force's (PAF) Long Range Patrol Aircraft Aquisition Project. It included the initial technical specifications, which would be the basis for the 1st stage of the 2-stage bidding for the project.

The PAF was a user of Fokker F-27MPA Maritimes in the past, but a replacement was not made for several years until the current LRPA project.

A summary of the technical specifications are as follows:

Technical Specifications - Aircraft (Major):
Numbers: 2 units, brand new, factory new;
Engine: at least 2 turboprops using Jet A1 fuel, jet engine not acceptable;
Minimum Payload at Maximum Fuel: at least 11,000 lbs;
Endurance: 7 hours
Cruising Speed: at least 200 knots;
Range: at least 1,400 nmi;
Service Ceiling: at least 25,000 feet;
Engine Time Before Overhaul (TBO): at least 3,600 hours;
Seating: at least 3 at cockpit, at least 10 for cabin;
Communication: at least 2 High Frequency Communication radios, at least 2 UHF radios, at least 2 marine band radios, at least 1 Satellite Communications (SATCOM), at least 1 Encryption unit;
Other Features: lavatory, 2 optic observation glass window, crew rest area for at least 3 crew,  hardpoints for weapons and pods, and external stores.

Technical Specifications - Mission and Surveillance System:
Console: 4 operator multi-functional consoles, physically and functionally identical, software the same as consoles on ground stations. Must be able to show tactical situation window, live or recorded EO/IR and radar video, sensors window (radar, ELINT/SIGINT/COMINT, acoustics, MAD), and other special windows (navigation data, data link and communication, display management);
Airborne Tactical System (ATS): to integrate mission sensors, aircraft navigation, communications, weapons control system,
Sensors integrated to ATS: search radar, Electro-Optical/Infrared (EO/IR) turret, ESM/ELINT/COMIT, acoustics, Magnetic Anomaly Detector (MAD), Automatic Identification System (AIS), Identification Friend or Foe (IFF) integrator, SATCOM and line of sight communication/data link.
Search Radar: should have Inverse Synthetic Aperture Radar (ISAR) mode, Wide Area Surveillance/Ground (WAS) mode, Sysnthetic Aperture Radar (SAR) mode.
Sonobuoy: to include Received and Processor, 100pcs. Active Sonobuoys, 100pcs. Passive Sonobuoys, and 30 Bathythermal Buoys;
Downlink System: Type and specification to be provided later on, should include 1 aircraft transmitter per aircraft, 1 airborne antenna per aircraft, 5 units of Fixed Station Receivers, 5 units of Line of Sight Data Link Antenna for Fixed Station Receiver, 17 units Ground Mobile Receiver with briefcase-type decryption unit, and 17 units Antenna.


There were 10 reported buyers of the Bid Documents for the LRPA Project, although only 8 companies submitted a query that were answered on the July 24 SBB. These are:

ARINC Aerospace (USA);
- CASA-Airbus Defense and Space (Spain);
- Elbit Systems Ltd. (Israel);
Field Aviation (USA);
- IAI Elta Systems Ltd. (Israel);
- L3 Mission Integration (USA);
- Lockheed Martin (USA);
- PT Dirgantara Indonesia (Persero) (Indonesia);
- Raytheon Company (USA);
- Saab Technologies Asia Pacific (Sweden).

Although Bombardier Aerospace of Canada submitted a query, it appears that they did not join the project as a direct bidding entity, but may probably supply their aircraft to some of the bidders, which will be explained below.

It is also worth noting that a major MPA manufacturer, Alenia Aerospace of Italy, did not even bother to acquire the bid documents. This may be due to their previous loss and accusations of irregularities against the DND for their award to Airbus Military to supply 3 C-295 tactical transports for the PAF's Medium Lift Fixed Wing Aircraft acquisition program.

Of all the bid document buyers, all except ARINC Aerospace, Field Aviation, and Raytheon Company did not submit a bid. Although MaxDefense still don't have any idea why ARINC and Field Aviation did not submit, Raytheon Company was reportedly teamed-up with PT Dirgantara Indonesia as a subcontractor for the mission systems integration part of their offer.

The following are the bidders and the findings made by DND-BAC, listed according to the sequence of bid opening made last August 11:

  • Saab Technologies Asia Pacific was found ineligible to bid due to missing Tax Clearance documents;
  • L3 Mission Integration was also found ineligible due to the eligibility document reasons; 
  • Elbit Systems' bid was considered eligible and was the first bidder to do so. They were found ineligible on the 2nd part of the bid opening for technical specifications and performance parameters because they "did not include fast moving items and consumables in the list of minimum deliverables", according to an interview with SBAC-1 Chairman Defense Undersecretary Fernando Manalo.
  • IAI Elta Systems was also found ineligible initially, but the decision was overturned after BAC found its submitted Financial Statement documents acceptable. They were found ineligible on the 2nd part of the bid opening for the same reasons as Elbit Systems.
  • Lockheed Martin was also considered ineligible due to documentation problems;
  • PT Dirgantara Indonesia (Indonesian Aerospace) was also found ineligible. 
  • CASA-Airbus Defense and Space was also found ineligible because of failing to meet certain requirements.

The bidders are given until August 14, 2014 to file for a Motion for Reconsideration with the DND-BAC regarding their concerns. Otherwise, the bid will be considered a failure if no single entity passes all the requirements.

Possible Offers:
Although the 1st stage of the bidding has proceeded, it was still not known what are bidders actually intended to offer to the DND and PAF. The project is actually composed of 2 main sections: the platform aircraft, and the overall mission and surveillance integrated system. The 1st stage of the bidding gave more importance to the aircraft platform rather than the mission systems which the DND indicated to give priority in the 2nd stage.

Aircraft:
The platform aircraft was supposed to be provided by the bidders during the bidding, but MaxDefense believes that the following might be used by the bidders:

1. Airbus Military C-295
Already the PAF's possible leading choice due to its recent order for 3 units for its Medium Lift Fixed Wing aircraft requirement. MaxDefense believes that the technical specifications for the LRPA's aircraft platform was loosely based on this aircraft, thus it is considered as the benchmark aircraft.

2. Bombardier Dash 8 Q-400
There are a number of bidders which currently uses the Q-400 as its platform aircraft for their MPA and other Special Missions products. This aircraft is sleek, fast, and is also a very competitive special missions aircraft aside from being a proven turboprop regional airliner.  The Q-400 is Bombardier's latest Dash 8 Q-Series variant and is longer, more powerful and updated, and more competitive than its earlier variants. Its length can accommodate 4 or more console stations and space requirements compared to other aircraft. Due to its powerful but thirsty engines, a special mission military variant may feature an on-fuselage fuel tank.

3. Airbus Military-PTDI CN-235
An aircraft born on the partnership of Airbus Military subsidiary CASA of Spain and PTDI's forerunner IPTN. Although it is an Airbus product, a possible acquisition of the PAF of CN-235 aircraft may actually be from PTDI due to their agreement with Airbus on the distribution, sales, and support of the aircraft. The Philippines falls under PTDI's responsibility. The aircraft actually falls short on some details indicated in the LRPA's technical specifications.

4. Alenia Aerospace ATR-42 or ATR-72 
Although Alenia is at odds with the DND over a previous project, some of the bidders may opt to use the ATR series aircraft as a base platform, considering that the aircraft was used by other countries for MPA duties. It is a proven turboprop regional airline like the Q-400, and also has special missions among its capabilities. Turkey uses the ATR-72 for its ASW-capable MPA, while other countries like Nigeria uses the shorter ATR-42 for MPA missions.

5. Saab 2000
This aircraft has some limited success as a special missions aircraft, although it was offered to several military forces as a MPA and AEWC aircraft platform. This aircraft also has to overcome one of the specification's requirements, which is to be a brand new, factory new aircraft. Saab stopped production of the Saab 2000 since 1999, and a possible offer to the PAF are probably refurbished units from Saab Aircraft Leasing company.

Special mention for IAI Elta Systems' earlier proposal to use the Gufstream G250 for their offer, which was turned down by the DND due to the specified requirement for turboprop engine-powered aircraft. The DND preferred turboprops due to fuel efficiency, easy maintenance, and less susceptible to foreign object damage. 

For those looking at the Lockheed Martin C-130J, MaxDefense needs to burst your bubble this early on. A brand new transport-configured C-130J costs more than the budget allocated for a fully-equipped MPA. Even the cheaper and simpler C-130XJ still can't meet the budget.


Mission Systems:
These are the integrated systems installed on the aircraft for it to conduct maritime patrol and surveillance duties. The DND and PAF has not been specific on this, and has announced in their SBB that it would be given more specific attention on the 2nd stage of the bidding. MaxDefense lists down what it believes to be the possible offers of the bidders:

1. CASA-Airbus Defense and Space C-295MPA or C-295ASW Persuader
Airbus has been offering the C-295MPA to several countries, and is currently their baseline offering for the maritime patrol aircraft market. It uses the Airbus-developed Fully Integrated Tactical System (FITS), which is an "onboard suite of networked computers" that integrates the different surveillance and mission systems of the MPA. The entire system consists of a search radar, EO/IR sensors, ESM, ELINT, COMIT, MAD, an IFF integrator, SATCOM, and a data link. FITS can actually be installed in other aircraft platforms, but since Airbus also manufactures the C-295, it is not impossible that they are offering this tandem to the LRPA acquisition project.

Airbus claims that the endurance of the Persuader is at 11 hours, or 6 hours on station at 200nmi range. The FITS system is palletized, and enables the aircraft to do other missions when necessary. 

MaxDefense believes that this system is also what the PAF and DND used as a baseline for their mission system requirements.


2. Elbit Systems' Proposal
This is a tricky part. Elbit currently has no manned maritime patrol aircraft product on offer (as far as MaxDefense is concerned). But it currently offers the Hermes 900 unmanned air system in a maritime patrol configuration. Elbit may probably use their expertise to install the system into a manned aircraft platform while complying with other requirements indicated in the project's technical specifications.


Elbit Systems may transfer their maritime patrol system from the Hermes 900 UAS to a manned aircraft platform to comply with the PAF's LRPA requirement.




3. IAI Elta Systems' EL/I-3360 Maritime Patrol Aircraft
The EL/I-3360 is actually a modular suite integrating surveillance and mission systems for maritime patrol aircraft. IAI Elta actually chose the Bombardier Q-400 as their aircraft platform of choice for this suite, and may have also teamed-up with Field Aviation (which bought bid documents but did not submit a bid), but they could actually integrate the system to another aircraft type with the same space provisions. It is possible that they could make an offer based on both the Bombardier Q-400 and the Airbus Military C-295 to increase their chances. The ELI-3360 uses IAI Elta's EL/M-2022A surface search radar system, ESM and MOSP type EO/IR sensor, a COMINT array, aft mounted countermeasures dispensers and side-mounted containers, and a mixture of other surveillance and intelligence systems.

4. L3 Mission Integration's Maritime Patrol Aircraft
In cooperation with Bombardier, Selex ES, Ultra Electronics, and also possibly Field Aviation, L3 Mission Integration has a current Maritime Patrol Aircraft design using the Q-400 aircraft platform. L3's system integrates the Selex Seaspray 7500 search radar or the Eagle AESA wide-area radar, and Ultra Electronics' Airborne Acoustic System.

5. Lockheed Martin's Maritime Patrol and Reconnaissance Aircraft
The US company was part of the US Coast Guard's HC-144 Ocean Sentry maritime patrol aircraft, whose Mission System Pallet roll-on, roll-off electronics suite was used on a Airbus-supplied CN-235 aircraft platform. This same is equipment was used by Lockheed Martin on the USCG's HC-130 surveillance aircraft, thus it can also be used to modify transport variants of the C-130s into maritime patrol aircraft after some modifications.

Lockheed Martin may also modify the systems used in the USCG surveilllance aircraft to include those specifically required by the LRPA technical specificaions. These includes the addition of anti-submarine equipment, COMINT/SIGINT/ELINT systems, use of a more capable search radar, and capability to carry weapons.

Aside from the CN-235, Lockheed Martin may also opt to use the larger Airbus C-295 aircraft, or offer to use PAF's current C-130 fleet. Earlier Lockheed Martin did announced their intention to discuss with the PAF to modify some of the PAF's C-130 Hercules transports, which they claim would cost less than half of a new MPA.

The same Mission Pallet System was also offered by Lockheed Martin to be installed on some of the PAF's C-130 Hercules transport aircraft, although this might be a separate offer aside from bidding for the new LRPA.

6. PT Dirgantara Indonesia's CN-235MP Persuader
If reports are true that PTDI teamed-up with Raytheon Company for their MPA offer for the PAF, then this would be a departure from PTDI's previous team-up with Thales with their AMASCOS 200 system for the TNI-AL (Indonesian Navy) MPA requirement. 

Raytheon previously offered their AN/APS-134 surface search radar for the CN-235MPA Persuader, and also has the AN/APS-148 Sea Vue search radar. They have the capability to provide PTDI with the necessary surveillance and weapons systems and integration. Their recent experience was as the weapons integrator for Turkey's Meltem-III ATR-72 MPA program.

The CN-235's smaller size may compromise its bid as it cannot meet some of the requirements set by the DND. From the layout below, it shows the disadvantage of its tight interior space to provide the number of console stations and other provisions.

7. Saab Technologies' Swordfish Maritime Patrol Aircraft
The Swedish company's current offering, the Swordfish MPA uses their own Saab 2000 aircraft platform. Saab claims that the Swordfish has a maximum endurance greater than 9.5 hours, and a typical on-station time of up to 5.5 hours while operating 200nmi from its base. It also has a maximum range of greater than 2,000 nmi, a maximum cruise speed of 350 knots, and a patrol speed of 160 knots. It has a service ceiling of 31,000 feet and needs 1,300 meters of take-off runway distance. It integrates Selex's Seaspray 7500 maritime surveillance radar, an active Acoustic System from Ultra Electronics, and a high definition EO/IR sensor pod from FLIR Systems. The aircraft is also equipped with an advanced C4I, AIS, IFF, ESM, Self-Protection System (SPS), SATCOM and Data Links.

Although there are no new Saab 2000s produced since 1999, so Saab needs to discuss this thoroughly with the DND to keep their product in the race.

The Verdict:
MaxDefense believes that this project is one of the most tightest competitions ever to be conducted by the DND and AFP, although the choice of the platform is biased on the Airbus Military C-295 due to its commonality with tactical transports ordered by the PAF earlier. The Bombardier Q-400 is a very good aircraft, and so is the Saab 2000 if only there are new builds for this aircraft. 

Although MaxDefense believes that Airbus Defense and Space has the highest chance of bagging the project, IAI Elta Systems and L-3 Mission Integration may have a strong chance of stealing away a win from the front runner. 

If the competitive bidding last August 11, 2014 will be considered a total failure, then the DND may opt to either have a re-bidding using the same or a revised specification and documentation requirements, a negotiated bidding, or a government-to-government (G2G) deal with a friendly foreign government, which is actually the fastest way to acquire the system. MaxDefense still hopes that the bidders will submit a Motion for Reconsideration, and the DND-BAC allows the bidders to proceed to avoid further delays on the project, since majority of the reasons for ineligibility was because of the slow processing time to acquire documents from Philippine government offices and agencies.

More updates will be made as MaxDefense awaits the outcome of the MFR deadline, which is supposed to be today, August 14, 2014.

April 18, 2015:
MaxDefense has not updated this entry for several month. It would be remembered that MaxDefense @ Facebook covered the report wherein the bid submission and opening for the project failed last August 11, 2014, and that the DND SBAC-1 has given IAI Elta and Elbit Systems until August 14, 2014 to file for a Motion for Reconsideration.

Eventually the bidding did not push through and was considered a failed bidding. According to government procurement procedures, the DND can proceed with a re-bidding for the project. But so far, the DND has not proceeded with a rebidding for still unconfirmed reasons, as no formal reason has been released by the DND.

June 25, 2015:
Aside from pursuing the acquisition of P-3C Orions, the DND also confirmed that the Long Range Patrol Aircraft (LRPA) project for the Philippine Air Force is still a go, although the bidding could not proceed because it was among those pending due to Malacanang's decision not to abruptly sign the Revised AFP Modernization Act for reasons still not confirmed by both the DND and the Office of the President. This project is said to run astride with the P-3C Orion acquisition, alhough the concept of operating two types of MPA aircraft is still questionable.

Israeli SPYDER Air Defense Missile System for the Philippines - A Good Choice

Starting last week, several Philippine news reports, specifically those from Interaksyon.com, The Manila Standard and the Philippine Daily Inquirer both recently reported of an impending purchase of surface-to-air missile systems from Israel by the Philippine's Department of National Defense (DND). As reported, it says that the DND is in advanced negotiations with Israel's Rafael Advanced Defense Systems (Rafael) and Israel Military Industries (IMI), and that Philippine Defense Secretary Voltaire Gazmin is scheduled to visit Israel to

Due to the level of security issues surrounding such programs, MaxDefense would not want to be in the forefront of bringing the information to the public. But the cat is out of the bag anyway.

The DND is indeed pursuing a program to purchase surface-to-air missile systems, and it been going on for some time already. Due to the on-and-off style of military planning, it is actually a plan that has been in the works for several decades and is not really something new. But MaxDefense will consider this specific program as a new one since the systems and quantity offered in the past are different from those offered now.

Another issue brought out was that the system was reportedly to be provided to the Philippine Army, instead of the air defense oriented Philippine Air Force. MaxDefense confirms that the army is indeed the intended operator of these air defense system although it is not yet final.

MaxDefense sources confirm that Rafael is indeed at the forefront of the program and is offering the SPYDER-MR medium range air defense system. SPYDER (Surface-to-air PYthon and DERby) is a short to medium range air defense missile system based on the Python-5 short range dual waveband imaging infrared (IIR) air-to-air missile, and the Derby beyond visual range (BVR) active radar air-to-air missiles and are fired from ground-based launchers. The "MR" indicates that the system is a medium range one, and doing so it uses an added booster system on the missiles as well as a longer-ranged radar. It has an intercept range of around 50km at an altitude of over 16km,

Sources also confirmed that the SR (short range) version is also offered and might be considered depending on further requirements and the advancement of discussions between the DND and Rafael. The SR uses the normal Python-5 and Derby missiles without the booster system, and are interchangeable with the standard air-to-air versions.

The SPYDER air defense system (ADS) battery/squadron is composed of a command & control unit which acts as the radar and communications unit, 6 launch vehicles with 2 Derby missiles and 2 Python-5 missiles each; and associated missile loaders/supply vehicles and other service vehicles.

A future addition to the SPYDER system is its capability to accept the next generation Stunner (aka David's Sling or Magic Wand) interceptor missile, which is designed to take on incoming cruise missiles and long range rockets. If the Philippines takes the SPYDER system into its arsenal, it will also be possible for it to be equipped with the said missile in the future.

Although the news reports indicate that the DND is also in talks with the IMI, it might be an unintended mistaken and was really meant as "IAI" or Israeli Aerospace Industries, which supplies the Python-5 and Derby missiles as well as the IAI/Elta radar and C&C systems for the SPYDER ADS. MaxDefense is still verifying if IAI is also offering their air defense systems to the DND, which includes the Indian-Israeli collaboration Barak-8 (aka Barak II), which has a longer range than the SPYDER-MR's missiles. IAI is also believed to be offering the Barak-8 missile for the Philippine Navy's (PN) requirement for ship-based air defense system for the new frigate program and the up-arming of the Gregorio del Pilar-class frigates (to be discussed in a separate blog) so the possibility of it being offered for a ground based system is also very likely.

Another advantage is that SPYDER uses the same missiles that can be used by air force fighter aircraft. Since SPYDER uses the same Python-5 and Derby missiles used in aircraft, the compatibility, supply and maintenance issues can be simplified between them. The PAF appears to also be interested in using Python-5 and Derby missiles for its upcoming KAI FA-50 fighters and other future fighters as well. The FA-50 is said to have provisions, but are not yet integrated to fire both Israeli missiles, but development and integration is believed to be ongoing as well.

Due to the SPYDER's capability and the Israeli's cooperation in providing the Philippines with the arms it needs, the best delivery date, and less political strings attached, there is no doubt that the SPYDER ADS is a deal that may get sealed within the next few months according to MaxDefense sources. A big boost indeed for the air defense capability of the Philippine military, as well as a boost of confidence to the Philippines government's seriousness in improving its limited defense capability to defend its territory and sovereignty.

Among its current users, it is worthwhile to note that Singapore's military uses the SPYDER-SR system as one of the cornerstones of its air defense capability. With Singapore's stringent defense product acceptance methods and consistent decisions in choosing the best military hardware out there, it is already a strong vote of confidence to the SPYDER's capabilities.



MaxDefense opinion is for the DND to be serious on this endeavor this time. The news on the DND's interest in Israeli missiles has reached far in diplomatic, security and defense communities worldwide as this blog is written. The DND should seriously consider the SPYDER system for its medium-range air defense requirements, and also seriously consider the Barak 8 system for both the ground based and ship-based air defense system. 

Since the DND is already dealing with Israeli missile system suppliers, the DND should also try to consider the Advanced Naval Attack Missile aka Gabriel 5 for the ship-based and even ground based anti-ship missile systems.
